Join the Minnesota Department of Health's (MDH) Office of Internal Audit & Assessments to independently plan, conduct, and report on financial, compliance, operational, and data-integrity audits with a specialized emphasis on investigative activities and third-party transactions. The role also serves as the primary liaison between MDH and the State Office of Inspector General (OIG), ensuring coordinated communication, timely information exchange, and consistent investigative standards. Through these functions, the position provides management, the public, and state and federal officials with assurance regarding the integrity, accountability, and effectiveness of MDH programs, operations, and stewardship of public resources.

Working As An Internal Audit Investigator, You Will

- Independently plan and perform highly complex and sensitive audits or investigations of the agency's internal financial, compliance, and data privacy operations with an emphasis on third-party transactions, so that audit objectives are accomplished in a timely manner.
- Serve as the primary bridge between MDH and the external OIG. Ensure coordinated communication, timely exchange of information, and consistent alignment of investigative and audit expectations. Supports the agency by facilitating OIG requests and promoting transparency and accountability in all interagency interactions.
- Draft, review and revise internal audit policies and procedures in alignment with Government Auditing Standards and Institute of Internal Audit Standards.
- Assist the Office of Internal Audit and/or agency management.

In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota further than 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state. Two (2) Years Of Related Public Health, Accounting, Financial Or Programming Experience Performing At Least Two Of The Areas Outlined Below With The Ability To Be Trained In The Remaining Areas

- Conducting financial, compliance,



or operational audits or investigations in a government or other highly regulated environment.
- Conducting or supporting investigations requiring evidence gathering, interviewing, fact-finding, forming conclusion, and documenting results.
- Applying qualified auditing, investigative, or internal control frameworks (e.g., IIA Standards, GAO Green Book, COSO).
- Managing complex audit or investigative assignments while meeting established standards and timelines.

A degree in Business Administration, Accounting, Finance, Public Health, Psychology, or related field may substitute for experience as follows:
- Doctorate degree = 24 months
- Master's degree = 18 months
- Bachelor's degree = 12 months
- Associate degree = 6 months

Qualifications To Be Further Assessed During The Interview Process

- Demonstrated ability to prepare clear, accurate, and professional written and oral communications documenting audit and investigative work.
- Experience working effectively with diverse groups and maintaining confidentiality, discretion, and trust in sensitive situations.
- Ability to work both independently and collaboratively during complex audits or investigations.
- Skill in presenting issues diplomatically and respectfully, with sensitivity to cultural and individual difference.
- Strong interpersonal communication skills that support positive working relationships with internal staff, auditees, and external partners.

Preferred Qualifications

- Experience conducting or leading investigations or special reviews involving allegations of fraud, waste, abuse, or non-compliance.
- Professional certifications such as CIA, CPA, CFE, CISA, or CRMA.
- Ability to research and interpret federal and state laws, regulations, and policies for use in complex risk-assessments, audits, or investigations.
- Knowledge of MDH or State of Minnesota grantee programs, funding structures, reimbursement processes, and accounting systems.
- Ability to create accurate data queries or analyses using OBIEE, SWIFT, Access, SAS, or similar tools.
- Proficiency with Microsoft Office (Word, Excel, PowerPoint, SharePoint, Outlook, Teams).

Additional Requirements

- This position requires successful completion of a background check and employment reference check.
- This position does not require a valid driver's license, but it does demand travel, which the candidate will be responsible for meeting.
- MDH does not participate in the federal E-Verify program and is unable to sponsor applicants for work visas, including F-1 STEM OPT extensions, and cannot complete Form I-9 or any other documentation requiring employer participation in E-Verify.
