- Lead the development and execution of borrowing initiatives to finance the Province's and Ontario Electricity Financial Corporation's funding requirements
- Evaluate and recommend borrowing strategies by monitoring and incorporating evolving economic and financial market conditions
- Build and maintain relationships with domestic and international financial institutions to support funding activities and market intelligence gathering
- Monitor financial markets and economic developments to identify emerging trends and assess their potential impact on funding strategies

Meet Your New Team The Capital Markets Division develops and executes the Province of Ontario's borrowing and debt management programs, invests funds for the Province and specific government entities, and provides investment management services to the Ontario public sector.

Within the division, the Funding team monitors domestic and international bond and capital markets and executes borrowings in these markets to meet the long-term and short-term public borrowing requirements for the Province and Ontario Electricity Financial Corporation.

Leadership Experience:

- Experience leading, mentoring, and developing high-performing teams through change and transformation




- Ability to set priorities, recommend solutions, and deliver results under tight timelines
- Proven commitment to fostering an inclusive, cooperative, and engaged workplace
- Strong relationship-building skills with the ability to motivate and work effectively with diverse technical professionals
- Sound judgment, integrity, and discretion in managing sensitive and confidential financial information

Technical Expertise:

- Knowledge of fixed income, money markets, foreign exchange, derivatives, and related capital market instruments
- Understanding of economic, financial, and statistical principles, with an emphasis on capital markets and funding activities
- Strong knowledge of risk management principles and sound judgment in evaluating and executing financial transactions
- Knowledge of financial management, reporting, and control frameworks, processes, and systems
- Proficiency using financial analysis tools and software to support market analysis, funding decisions, and transaction execution

Research and Analytical Skills:

- Demonstrated ability to assess economic, market, and investor trends to support funding decisions and borrowing strategies
- Experience analyzing financial market developments and evaluating their implications for funding programs
- Ability to assess new and emerging financial instruments and recommend appropriate financing options and solutions
- Proven analytical skills to develop and present funding strategies that support diversified and cost-effective sources of financing

Communications and Relationship Management:

- Strong relationship-building skills with the ability to develop and maintain effective partnerships with financial institutions, investors and other market participants
- Demonstrated ability to identify issues, evaluate options, and provide strategic advice to support organizational objectives
- Excellent verbal and written communication skills, including the ability to prepare briefings, presentations, and recommendations
- Strong negotiation and influencing skills, with the ability to achieve results through collaboration with diverse stakeholders
