ERSB is a non -profit organization, dedicated to enhancing the quality of life and promoting community inclusion for people with exceptionalities through safe, supportive, and responsive residential care and services. ERSB currently operates thirteen cooperative living arrangements in the St. John’s metro area and employs 161 employees. ERSB is a unionized organization, with NAPE being the bargaining agent.

The Opportunity

Reporting directly to the Director of Corporate Services, the Payroll Clerk III manages the accurate, efficient, and compliant end-to-end processing of bi-weekly payroll and employee benefit and pension plans for both unionized and non-unionized employees.

Main Responsibilities:

- Interpret and administer the collective agreement, ensuring precise implementation of union-specific pay scales, wage progressions, seniority increments, shift differentials, premiums, and overtime rules.
- Ensure that employee’s rate of pay is in line with appropriate salary scales and step progressions.
- Verify timecards, attendance, leaves, and overtime, and process regular/special payroll runs via computerized payroll system.
- Process accurate deductions for income taxes, employment insurance, pension & benefit plans, union dues, and worker's compensation.
- Ensure full compliance with federal and provincial employment standards, labor laws, and Canada Revenue Agency (CRA) guidelines.
- Generate standard and custom payroll, statistical, and period-end/year-end reports.
- Update accruals for all forms of leave.
- Manage seniority updates.
- Prepare payroll related filings and support documentation such as benefit and pension plans, T4’s and Records of Employment.
- Process wage garnishes.
- Manage Public Service Pension Plan and Government Money Purchase Pension Plan including eligibility, enrollment, online adjustments, pension buyback, options and retirement applications.
- Manage Group Insurance Program including eligibility, enrollment and adjustments.




- Serve as the primary point of contact for employee and union steward inquiries regarding pay, entitlements, and benefit interpretations.
- Investigate and resolve payroll discrepancies or grievances in alignment with labor guidelines.
- Maintain and update employee files.
- Act as back up for Accounting Clerk.
- Other duties as directed.

Required Skills & Qualifications

- Post secondary education in payroll administration, or an acceptable combination of education and experience.
- Minimum five years experience working in a payroll focused role.
- Experience working in a unionized environment.
- Knowledge of federal and provincial tax regulations/laws.
- Understanding of payroll regulations and compliance requirements.
- Highly organized with the ability to prioritize and multi-task.
- Ability to work in a fast-paced environment and meet tight deadlines.
- Solid mathematical and analytical skills.
- Organized, with excellent attention to detail and accuracy.
- Proficient in using payroll software and Microsoft Office 365 (Word, Excel, Outlook)
- Strong communication and interpersonal skills.
