Senior Business Analyst, Level 3

Location: National Capital Region | Hybrid (2-3 days per week)

We are seeking a Senior Business Analyst to support the development of sustainment business case analyses and related decision-support materials. The successful candidate will work with senior leaders and stakeholders to define requirements, assess options, conduct research, and develop clear, evidence-based recommendations.

Key Responsibilities

- Advise senior management on issues affecting business objectives.
- Analyze complex business requirements, operational needs, constraints, and risks.
- Develop recommendations, solution options, scenarios, and implementation considerations.
- Plan and lead stakeholder interviews, workshops, and group consultation sessions.
- Collect, assess, and synthesize qualitative and quantitative information.
- Prepare and present findings, status updates, briefing materials, and reports.
- Document business requirements and deliver work products throughout the engagement lifecycle.

Key Deliverables

- Work plans outlining scope, assumptions, schedules, decision points, risks, and stakeholder activities.




- Current-state and baseline assessments.
- Data summaries and analytical inputs.
- Options analyses and trade-off assessments.
- Cost, affordability, risk, and sensitivity analyses.
- Draft and final business case reports.
- Executive briefing decks, briefing notes, workshop materials, and decision-support documentation.
- Lessons learned and reusable analytical tools, templates, models, and registers.
- Monthly status reports and supporting project documentation.

Mandatory Qualifications

- Minimum eight years of business analysis experience supporting sustainment planning or business case analysis initiatives.
- Demonstrated experience managing stakeholder engagement activities for at least two sustainment planning or business case analysis initiatives.
- Strong analytical, research, facilitation, documentation, and presentation skills.
- Ability to translate complex information into explicit recommendations for senior decision-makers.
- Postsecondary degree, diploma, or certificate in a relevant discipline.
- Relevant professional certification is considered an asset.
