NL Health Services is seeking a strategicand collaborative leader to serve as Senior Director, Provincial Budgeting,Sustainability and Data Quality.

This is an exceptional opportunity toprovide province-wide financial leadership and advance the organization'scommitment to fiscal sustainability, accountability, performance excellence,and data-informed decision-making.

The Role

Reporting to the Vice President, CorporateServices and Chief Financial Officer, the Senior Director, ProvincialBudgeting, Sustainability and Data Quality is a member of the senior leadershipteam responsible for providing strategic leadership and oversight of provincialbudgeting, forecasting, financial planning, performance reporting,sustainability initiatives, and data quality across NL Health Services.

The Senior Director plays a critical rolein the preparation, management, and monitoring of the operating budget and thedelivery of accurate, timely, and meaningful financial and performanceinformation to Executive Leadership, the Board of Trustees, and the Departmentof Health and Community Services.

Working collaboratively with senior leadersthroughout the province, the Senior Director will support organizationaldecision-making through robust financial analysis, business intelligence,performance measurement, and strategic resource allocation while helping ensurea sustainable healthcare system for the people of Newfoundland and Labrador.

Key Accountabilities

Strategic Leadership

Provide strategic leadership for provincialbudgeting, sustainability, business intelligence, performance measurement, anddata quality functions.

Contribute to enterprise-wide strategicplanning and organizational transformation initiatives.

Partner with Executive Leadership to establish long-term financial strategies and priorities aligned with NL HealthServices' mission, vision, and strategic objectives.

Participate in organizational policydevelopment, planning, and decision-making as a member of the senior leadershipteam.





Provincial Budgeting and Financial Planning

Lead the development, implementation,monitoring, and evaluation of the operating budget across the organization.

Oversee forecasting processes and providestrategic financial advice to Executive Leadership and senior management.

Support informed decision-making throughcomprehensive financial analysis, scenario planning, resource modelling, andreporting.

Ensure budget processes and reportingcomply with relevant legislative, governmental, regulatory, and professionalaccounting requirements.

Financial Sustainability and ResourceStewardship

Advance financial sustainabilityinitiatives that support high-quality, patient-centred care.

Ensure effective stewardship of financialresources through responsible planning, allocation, monitoring, and reporting.

Support long-term business planning andoperational sustainability initiatives.

Promote evidence-based resource allocationdecisions that align with organizational priorities and service deliveryrequirements.

Performance Measurement and BusinessIntelligence

Lead the development and implementation ofperformance measurement frameworks, scorecards, dashboards, and key performanceindicators.

Leverage business intelligence tools andorganizational data to support decision-making, accountability, transparency,and continuous improvement.

Provide actionable insights that supportclinical, operational, human resource, and financial performance.

Ensure performance data is meaningful,timely, accurate, and aligned with organizational objectives.

Data Quality and Corporate Reporting

Provide leadership for provincial dataquality initiatives to strengthen the integrity, consistency, and reliabilityof organizational information.

Establish standards, processes, andcontrols that support high-quality financial and operational reporting.

Collaborate with clinical, operational, andcorporate leaders to ensure the accuracy and integrity of performanceinformation.

Support enterprise reporting requirementsthrough the delivery of accurate and timely financial and statisticalinformation.

Continuous Improvement and Integration

Lead initiatives that standardize andmodernize budgeting, reporting, and performance management processes across theprovince.

Develop provincial policies, standards, andoperating procedures that improve consistency, efficiency, and service quality.

Identify opportunities for processimprovement and innovation through the effective use of technology, data, andanalytics.





Support ongoing health system integrationefforts and the establishment of unified provincial services.

Relationship Management andCommunication

Foster productive partnerships withExecutive Leadership, operational leaders, government stakeholders, clinicians,and external partners.

Develop effective communication strategiesto support the dissemination of financial, performance, and organizationalinformation.

Present complex financial and operationalinformation clearly and effectively to diverse audiences.

Build and lead a high-performing, diverse,and engaged team.

Foster a culture of accountability,innovation, inclusion, continuous learning, and employee well-being.

Support workforce planning, successionplanning, leadership development, and performance management.

Ensure employees have the resources,support, and development opportunities required to succeed.

Qualifications

The ideal candidate will possess:

- A Chartered ProfessionalAccountant (CPA) designation or an equivalent combination of education andsenior leadership experience.
- A minimum of 5 years ofprogressive senior leadership experience in budgeting, financial planning,forecasting, business intelligence, performance measurement, reporting,analytics, and organizational strategy.
- Demonstrated experience leadinglarge-scale financial planning and reporting functions within a complexorganization
- Experience leadingorganizational transformation, change management, and continuous improvementinitiatives.
- Exceptional leadership,communication, relationship-building, and stakeholder engagement skills.
- Demonstrated ability to thinkstrategically while driving operational excellence and measurable results.
