ABOUT THE ROLE The Revenue & Marketing Unit leads CARE Canada’s externally facing initiatives and is fundamental to building innovative partnerships and sustainable, balanced revenue sources. Within the Unit, the Resource Mobilization and Partnership function integrates private-sector and corporate partnerships, institutional funding and co-investment, and philanthropic funding into a coordinated portfolio designed to generate revenue, leverage investment to advance high-impact programming.

Reporting to the Chief Revenue & Marketing Officer and working in close partnership with the Chief Programs Officer, the Senior Director, Resource Mobilization & Partnerships provides the vision, strategy and leadership for this integrated partnership and resource mobilization portfolio.

The Senior

Director leads the Director, Resource Mobilization and Partnerships; the Director, Philanthropy; and the Manager, Client Partnerships, creating the alignment, conditions and accountability required for the teams to deliver ambitious revenue and partnership goals.

In a rapidly shifting international development landscape, the Senior Director is the central integrator of CARE Canada’s approach to partnership and resource mobilization. The role connects Canadian private-sector and corporate partners with institutional funders, philanthropic investors, CARE Country Offices and national partners to originate high-impact, gender-transformative, locally led and commercially relevant opportunities. This includes advancing CARE Canada’s triangulated public-private partnership model by bringing Global Affairs Canada and other institutional funders into well-developed private-sector opportunities and using philanthropic funding as flexible and catalytic capital to unlock, de-risk or scale investment and impact.

The Senior Director shapes CARE Canada’s strategic direction from an integrated partnership, resource mobilization and program development perspective; leads senior external relationships and negotiations; and ensures that opportunities move from market intelligence and relationship development through qualification, co-creation, financing, proposal development and execution. This leader serves internally as a strategist, mentor, motivator and enabler, and externally as an ambassador, champion, thought leader and bridge for CARE Canada within Canada and across the CARE confederation.

WHAT YOU BRING

- Demonstrated commitment to CARE’s mission, values, gender equality, safeguarding, locally led development and addressing power imbalances in partnerships.
- At least 10 years of progressively senior experience in resource mobilization, fundraising, business development, partnerships, program design and development or a related field, including significant leadership experience in international development.
- Demonstrated success developing and leading integrated, multi-stream revenue or partnership strategies and translating strategy into a strong pipeline,



funded opportunities and measurable results.
- Deep knowledge of institutional funding, particularly Global Affairs Canada and/or other bilateral government donors, including funding systems, priorities, decision-making processes and senior relationship management.
- Deep track record of closing principal gifts (major, philanthropy, legacy, and corporate) including oversight of high-value donor cultivation, solicitation, and stewardship strategies and experience advancing significant gifts or investments
- Proven experience developing public-private partnerships, blended-finance opportunities, corporate partnerships or other non-traditional financing and partnership models.
- Strong understanding of humanitarian, development, and nexus programming and the ability to connect high-quality, locally led program design with compelling funding and partnership propositions.
- Experience leading complex, end-to-end business development and proposal processes, including opportunity qualification, cross-functional team mobilization, program and budget development, negotiation and submission under tight timelines
- Track record of building and influencing senior relationships across government, philanthropy, the private sector, NGOs and international networks, with credibility as an organizational representative and negotiator.
- Strong people leadership experience, including leading leaders, developing high-performing teams, managing through change
- Evidence of fostering collaboration across functions, teams, cultures, and geographies
- Excellent strategic, financial and commercial judgement, with the ability to assess opportunity, risk, organizational fit and return on investment in an evolving and competitive workplace.
- Exceptional written and verbal communication skills, including the ability to synthesize complex information, develop persuasive cases for support and communicate effectively with executives, Board members, funders and partners.
- Willingness and availability for domestic and international travel and regular in-person external engagement, including in Ottawa.

WHAT WOULD MAKE YOU EXTRAORDINARY
- Experience working within the CARE Confederation or another complex, globally networked organization.
- Knowledge of the Canadian international development, humanitarian, trade and responsible-business ecosystems.
- Experience with consulting, fee-for-service, impact investing or market-based approaches to development.
- Experience partnering with Boards of Directors and senior volunteers in fundraising and external engagement.
- Fluency in French.

REQUIREMENTS Promote and maintain an organizational culture that advances gender equality, reduces power abuse and inequalities, and fosters trust and safety.
