Job Summary In accordance with the Mission, Vision and Values, and strategic directions of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA’s Programs & Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Reporting to the President and Chief Executive Officer, the Vice-President, Professional Practice & Chief Nursing Executive is responsible for the strategies and leadership of Professional Practice and Clinical Education for allied health and nursing within Provincial Health Services Authority (PHSA). The role leads a multi-site interdisciplinary team, and provides the strategic direction for Quality and Safety for the organization. Working in partnership with the EVP Medical and Academic Affairs and Quality the Vice President is responsible and accountable for planning, organizing and overseeing all processes related to organizational quality outcomes measurement, accreditation planning and patient and family experience, safety and experience.

In addition, this role is accountable for leadership and oversight of the PHSA policy office.

The Vice

President liaises, influences, and consults with various external organizations such as the Chief Nursing Officers, the Ministry of Health and Advanced Education, Regulatory Colleges and the Universities and Schools providing leadership in developing leading edge strategies and successful linkages and partnerships which support the attainment of the PHSA’s mission and strategic plans.

The VP examines the role and functioning of allied health and nursing systems across the organization including the evaluation of structures and policies, state of readiness, critical success factors, capacity, capability, resistance, and resilience creating sustainable cross-system linkages across programs and services where appropriate. In addition, the VP has oversight responsibilities for other initiatives that align with the broad mandate of PHSA and the provincial priorities for the health system, which may include direct reporting relationships to the Ministry of Health, advisory committees, and health service contracts. As a member of the ELT, the Vice President is involved in strategic thinking and decision-making with respect to a variety of subject areas within the provincial mandate of PHSA.

Duties/Accountabilities

- Promotes integrated systems and processes to foster sustainability of the allied health professional and nursing workforce,



advocates for the development of competent staff, supports the professional and clinical practice of staff, and enhance collaboratively working relationships across the continuum of care.

- Enables a practice framework and provides strategic direction for staffing, skill mix and care delivery approaches through interdisciplinary collaborative practice that support patient safety, best practices, improved patient access, and efficient flow of patients across the care continuum.

- In partnership with the EVP Medical and Academic Affairs and Quality, develops, coordinates, integrates and directs PHSA’s, quality and clinical safety processes to develop the future vision, direction and goals for the PHSA.

- Supports the activities of the Quality & Safety Committee of the Board on all quality and clinical safety matters in collaboration with the Chairperson, President and CEO and other key executive team members accountable for clinical policy and/or direct service delivery.

- Enables and provides strategic direction to ensure effective and evidence based educational pedagogy and infrastructure to support nursing and allied staff across the continuum from entry to practice to end of career

- Provides expertise and counsel to members of the Executive Team and Board of Directors regarding patient and family critical incidents and related safety matters.

- Leads in collaboration with senior leadership from other health authorities and the Ministry of Health the implementation of province-wide systems improvements that enhance quality and patient safety.

- Sets the direction and leads the development of innovative educational modalities to ensure staff have the access to the information they require to provide safe care, such as; simulation interactive learning modalities, virtual classrooms etc.

- Develops Professional Practice networks that result in sharing of knowledge, monitoring of practice trends, identification of opportunities to promote innovation, exploration and partnerships for improvement, and ensuring consistent delivery of quality professional practice/service throughout the organization.





- Ensures that effective processes are in place to assess practice and credentials of the organization’s allied health professional and nursing staff in compliance with accreditation and professional standards as well as codes of ethics.

- Sets the direction and leads the policy office in the development of effective authority-wide Professional Practice policies and strategies in accordance with the PHSA vision, values and strategic direction.

- Develops an effective financial, workforce and leadership plan for the Office of Professional Practice within context of operational demands and environmental and resource constraints.

- Creates and implements effective guidelines and performance management standards and processes for Professional Practice within an interdisciplinary and multi-site workplace in concert with the PHSA quality practice group.

- Develops a research agenda focused on incorporating best practices based on evidence into care delivery and that fosters development and implementation of initiatives designed to create new knowledge. Increases the amount of allied health and nursing related research in the organization.

- Fosters and influences the organization’s cooperative and respectful relationships with the government, other health authorities, health delivery organizations, private and public sector organizations, trade unions, special interest groups and members of the public.

- Manages and provides a safe and healthy workplace for patients/clients and staff and ensures that health and safety requirements for operational area are met. Reports unsafe situations; investigates and takes corrective action and/or notifies appropriate personnel.

Qualifications A level of education, training, and experience equivalent to a Master’s Degree in a relevant discipline with at least fifteen (15) years of related experience with a minimum of seven (7) years in a senior leadership level navigating in a complex stakeholder and multi-site unionized environment.

Successful contribution and leadership on provincial and ministerial initiatives and advanced knowledge of healthcare issues as well as specialized knowledge in patient care management, outcome improvement, accreditation, change management, knowledge of patient safety, quality and organization-wide risk management, and medical affairs.

Leadership competencies required as outlined in the PHSA LEADS Framework. Leadership capabilities in the areas of leading self, engaging others, achieving results, developing coalitions, and system transformation are critical.
