Position Summary
The Temporary Transitional Housing Manager is responsible for the overall leadership, operation, and coordination of the Temporary Transitional Housing (TTH) program. This position provides direction and supervision to the TTH team and ensures the program provides safe, consistent, trauma-informed, harm-reduction, and culturally responsive services.
The Manager oversees day-to-day program operations, staff performance, resident support, service coordination, safety, documentation, and facility needs. The position works closely with residents, staff, YKWS leadership, and community partners to support housing stability, resident well-being, and successful transitions along the housing continuum.
Key Responsibilities
Program Leadership & Operations
- Oversee the daily operation of the TTH program and ensure services are delivered consistently and effectively
- Establish clear expectations for staff and ensure compliance with YKWS policies, procedures, and program standards
- Coordinate daily operational priorities, staffing needs, assignments, and program coverage
- Monitor program capacity, resident needs, staffing levels, and emerging operational concerns
- Identify program gaps and make recommendations to the Housing Director
- Support continuous improvement of TTH services, procedures, and resident supports
- Ensure effective communication and continuity between shifts and staff teams
Staff Supervision & Development
- Directly supervise Service Coordinators and TTH frontline staff as assigned
- Provide ongoing coaching, direction, feedback, and support to staff
- Coordinate onboarding, orientation, cross-training, and required staff training
- Complete probationary and performance reviews and address performance concerns in accordance with YKWS procedures
- Support attendance management, scheduling, workplace concerns, and progressive discipline as required
- Promote accountability, teamwork, respectful communication, and consistent application of program expectations
- Support staff wellness, development, and professional growth
Service Coordination & Resident Support
- Provide oversight and direction to Service Coordinators in their delivery of resident support and care coordination
- Ensure residents have access to appropriate individualized care and support planning
- Review and monitor service coordination practices to ensure consistency and follow-through
- Support Service Coordinators in addressing complex resident needs, behavioral concerns, and barriers to housing stability
- Ensure appropriate connections are made with health, housing, income, legal, cultural, wellness, and community services
- Support case conferencing and collaborative planning for residents with complex needs
- Promote resident choice, independence, dignity, and self-determination
Resident Safety & Crisis Response
- Provide leadership and direction during significant incidents, emergencies, and complex situations
- Ensure staff follow established crisis response, emergency, and escalation procedures
- Support staff with de-escalation, conflict resolution, and complex resident situations
- Review significant incidents and ensure appropriate follow-up is completed
- Monitor resident and building safety and address risks promptly
- Work with emergency services, community partners, and YKWS leadership when required
Documentation, Compliance & Reporting
- Ensure resident and program documentation is accurate, timely, and maintained according to YKWS standards
- Oversee the use of HIFIS and other required documentation and tracking systems
- Review incident reports, care documentation, wellness plans, and other program records as required
- Ensure confidentiality, privacy, and professional boundaries are maintained
- Support audits, program reporting, data collection, and funding requirements
- Provide regular operational updates and reports to the Housing Director
Building & Facility Management
- Oversee the general condition, cleanliness, safety, and security of the TTH facility
- Coordinate with Housekeeping, Maintenance, and other YKWS departments regarding facility needs
- Ensure resident rooms, common areas, and program spaces meet established standards
- Monitor supplies, equipment, furnishings, and other operational resources
- Ensure maintenance, health, safety, and security concerns are reported and followed up on
- Support emergency preparedness and building safety procedures
Team Coordination
- Ensure effective collaboration between Service Coordinators, Resident Support Workers, Personal Support Workers, Housekeeping, and other TTH staff
- Facilitate team meetings, case conferences, shift communication, and operational discussions
- Ensure staff understand their roles, responsibilities, and boundaries
- Promote consistent approaches to resident support, house expectations, documentation, and safety
- Identify training and development needs within the TTH team
Trauma-Informed & Culturally Safe Practice
- Model and promote trauma-informed, harm-reduction, culturally safe, and non-judgmental practice
- Promote dignity, privacy, confidentiality, resident choice, and self-determination
- Support culturally safe services for Indigenous and gender-diverse residents
- Recognize the impacts of trauma, homelessness, substance use, violence, and systemic barriers
- Ensure program practices reflect YKWS values and commitment to culturally responsive care
Community & Organizational Relationships
- Develop and maintain positive working relationships with community service providers and partners
- Participate in community meetings, case conferences, and interagency planning as required
- Represent the TTH program professionally within the community
- Work collaboratively with other YKWS programs to support continuity of care and movement along the housing continuum
Qualifications & Experience
- Diploma or degree in Social Work, Human Services, Community Support, Management, or a related field; or an equivalent combination of education and experience
- Minimum 2 years of supervisory or management experience, preferably within housing, shelter, supportive living, social services, or a related environment
- Experience working with individuals experiencing homelessness, housing instability, trauma, substance use, or complex needs
- Experience supervising staff and coordinating day-to-day program operations
- Knowledge of trauma-informed practice, harm reduction, housing-first principles, and culturally protected service delivery
- Experience with service coordination, case management, or care planning is an asset
- Experience working with Indigenous populations and northern/community-based services is highly valued
- Knowledge of case management or documentation systems is an asset
- Equivalent combinations of education, training, lived experience, and work experience may be considered
Requirements
- Criminal Record Check and Vulnerable Sector Check
- Valid First Aid/CPR or willingness to obtain
- Completion of, or willingness to complete, all mandatory YKWS training requirements
- Ability to work flexible hours, including occasional evenings, weekends, holidays, or after-hours responsibilities as required
- Valid Class 5 Licence

Pay: $35.00-$45.00 per hour
