ABOUT THE OPPORTUNITY

CHBA’s national office is seeking a Senior Director, Technical Affairs to lead its building science and building regulatory function. This executive leadership role focuses on residential building codes, standards and regulations and the building science underpinning them. As building code and regulatory advocacy has become a foundational CHBA value to members, the Senior Director plays a critical role in ensuring the industry's voice is heard and understood by governments, regulators, and standards development organizations.

A key responsibility of the role is leading a team of 3 technical staff in translating complex technical and regulatory issues into clear, practical information that CHBA members can incorporate into their business practice. Providing strategic leadership to CHBA’s technical team, the Senior Director Technical Affairs is responsible for the Technical Research Committee and oversees the management of CHBA’s Modular Construction Council. The position reports directly to the CEO and works closely with industry partners, governments and provincial and local home builders’ associations.

Key Responsibilities

- Provide executive leadership to CHBA’s technical team with responsibility for building science, codes, standards, and regulation, including research and innovation and modular construction.
- Provide policy and technical advice to CHBA’s leadership and collaborate with provincial and local HBAs to align technical positions and support coordinated advocacy.
- Lead the development and communication of CHBA’s technical policy and advocacy positions related to all residential construction including modular construction.
- Provide strategic oversight and direction to the Technical Research Committee and oversight of the operation of the Modular Construction Council, as well as advice to other CHBA councils and working groups.
- Coordinate the monitoring, analyzing, and responding to proposed and adopted changes to building codes, standards, and regulations.
- Represent CHBA in national codes and standards development forums and consultations and manage and prioritize the involvement of CHBA’s Technical Team and work with other industry partners.
- Lead research and analysis to identify regulatory challenges, affordability impacts, and practical solutions and leverage external sources to validate CHBA positions.
- Oversee technical input into education, training, and labelling programs, including Net Zero initiatives and CHBA’s Adaptiv Home program.
- Provide mentorship, performance oversight, and professional development for technical staff.
- Contribute to CHBA’s senior management team and broader policy and government relations agenda.

ABOUT YOU, THE CANDIDATE

Essential Requirements Education

- Post-secondary education in engineering, building science, or a field related to residential construction technology.
- Post-graduate degree considered an asset. Equivalent combinations of education and experience may be considered. Experience
- The successful candidate has a strong background in building science and has been immersed for a 5 to 10 years in the development of codes and standards and the Canadian conformity assessment system for residential construction. They have significant experience in residential construction practices and technologies, technical policy writing and the requirements of Part 9 of the National Building Code and the standards referenced within it.
- They have demonstrated experience participating in, or leading, national codes and standards development activities and have experience in how associations, not-forprofit, or comparable policy-focused organizations operate. The successful candidate also has a proven ability to lead and participate in diverse teams, manage public-facing communication, lead committees, and work effectively with seniorlevel stakeholders and government officials.



Equivalent combinations of education and experience may be considered.

Knowledge

- Deep knowledge of residential building codes (Part 9), standards, and the entire building conformity assessment system in Canada (provincial codes, product certification, etc).
- Strong understanding of construction technology and building science in any or all of the subject areas of energy efficiency, climate mitigation and adaptation, accessibility, fire safety and structural concepts.
- Knowledge of association governance, policy development processes, and the management of committee-based systems.

How we deliver our services CHBA is the national level of one association working at three levels – nationally, provincially and locally. Our members join a Local Home Builders’ Association (HBA), and in so doing also become members of the provincial and national levels of the Association. With over 50 constituent (local and provincial) HBAs in the Association, collaboration is our strength.

Our membership is made up of approximately 8,500 leading companies from coast to coast – including home builders, renovators, land developers, trade contractors, product and material manufacturers, building product suppliers, lending institutions, insurance providers, and service professionals. About the CHBA National Team CHBA exists to serve the interests of the residential construction industry and the Canadians who depend on that industry for housing they can afford. Our members are builders, renovators, and developers but also suppliers and manufacturers of the residential construction industry. We are focused on delivering the best services and support, in the most efficient and effective manner possible, to our membership. We deal with building codes, energy efficiency, building and community development challenges, business knowledge, and continued professional learning.

Our work brings us into contact with related industries, government, and media. We attend meetings in and out of the office, and travel occasionally – notably to our National Conference, which is held in a different Canadian city each year.

Our Location

Located on Laurier Avenue just beside the Lord Elgin Hotel on Elgin Street, CHBA’s offices are a stone’s throw from Parliament Hill and key government agencies, where CHBA staff have meetings on a regular basis. The recently renovated space offers our staff a bright work environment, with new office furniture, high-tech boardrooms, a spacious kitchen, casual meeting and group workspaces, a dedicated video room and more.

The CHBA office kitchen is well appointed, and there is a coffee shop in the building. On-site there’s also a gym with free access for CHBA employees, parking for vehicles, and dedicated secure storage for bikes. The location offers easy access to public transit, is close to many restaurants and stores, and provides quick access to Sparks Street, Elgin Street, the Rideau Centre, the Byward Market, and outdoor activity areas along the canal.

Hybrid Work

CHBA National staff have been working in a hybrid model for years, working from the office and from home on fixed days. In-office days bring the entire staff together for the comradery and team building that only in-person experiences can provide, while videoconferencing and complete remote-work set-ups ensure seamless continual productivity for staff and teams whether working in the office, from home, or on the road.

Hours Of Work

The hours of work are from 9:00 am to 5:00 pm, Monday to Friday, though some flexibility is available. There may be a requirement to travel within Canada to attend meetings once per year. The incumbent may be required to work overtime from time to time given the nature of the work.

Pay: $130,000.00-$150,000.00 per year
