Chief Executive Officer

Reports to: Board of Directors

Position: Full-time

Location: Lloydminster, SK

General Description

Reporting to the Board of Directors, the Chief Executive Officer is accountable to the Board for achievement of the Lloydminster Region Health Foundation Inc.’s ("the Foundation") mission, goals and objectives: "To enhance public health care in our community by generating and receiving donations."

This includes responsibility to ensure that the Board's strategic directions are implemented. The incumbent recommends and advises the Board on policy objectives necessary for the Foundation's management and operation, with particular attention to strategic, tactical and business plans, finances, human resources, stakeholder relations, and other aspects of management.

Level of Authority

The Chief Executive Officer reports to the Board of Directors, and also works directly with:

- Board committee chairs and members.
- Foundation staff, contractors and volunteers.
- Donors.
- Community leaders and stakeholders.

The Board has delegated to the Chief Executive Officer the authority to manage and administer the Foundation's business and operations, in accordance with the Board's approved strategic, tactical and business plans, policies and programs.

The Chief Executive Officer is responsible to the Board and is accountable, through coordination of Board committees, for planning, organizing and operating the Foundation and its fund development activities, subject to the Board's policies.

Foundation Management

· Provides advice and recommendations to the Board on its strategic, tactical and business plans, and other initiatives to achieve its mission and objectives. This includes development of key performance indicators and other means by which consistent and timely progress can be evaluated.

· Implements all requirements of the bylaws, plans, policies, educational programs, Board committee terms of reference and work plan as necessary to ensure Board members are oriented and effective in their overall responsibilities as the Foundation's trustees and governors.

· Promotes active and broad participation by volunteers in all areas of the Foundation's initiatives.

· Coordinates an annual planning cycle to coincide with the Foundation's fiscal year.

· Monitors the Foundation's overall activities to ensure assignments and tasks are carried out effectively and efficiently, with a minimum of inappropriate duplication and overlap.

· Identifies management and administrative systems, structures, policies and practices which may be adopted by the Foundation, and ensures their effective and efficient implementation.

· Develops a comprehensive operational plan for the office, including specific objectives and activities, based upon the Foundation's strategic, tactical and business plans, and budget.

· Provides leadership in developing program, organizational and financial plans, in collaboration with the Board, committees, staff, volunteers, stakeholders and others.

Fund Development Program

· Maintains a working knowledge of significant developments and trends in philanthropy through membership in professional associations, participating in meetings and educational conferences, and by developing new initiatives appropriate to meet fund raising targets and objectives.

· Directs, plans, solicits, and follows up on fund raising appeals as part of a comprehensive fund development program. This includes annual, major, corporate and planned gifts.

· Actively maintains a personal portfolio of leadership and major gift donors and prospects.

· Oversees efforts to acquire new donors in accordance with leading practices.





· Designs and monitors systems for coordinated membership, sponsorship and scholarship.

· Ensures a donor-centered approach to all development, recognition and stewardship activities.

Financial Management

· Prepares the budget in conjunction with the Treasurer, Finance and Audit Committee and staff, and presents it to the Board for review and approval.

· Ensures the development, refinement, monitoring and evaluation of components of the Foundation's budget, in conjunction with the Treasurer, Finance and Audit Committee and the Board.

· Ensures reasonable and prudent control and accounting of all funds, including developing and maintaining sound financial practices.

· Through the budgeting process, allocates sufficient funds for the Foundation to carry out its work.

· Ensures that official records and documents comply with federal, provincial, health region, municipal and other requirements.

· Be conversant with Canada Revenue Agency guidelines, policies and directives, and discuss the implications as appropriate with the Treasurer, the Finance and Audit Committee, and the Board.

· Secures and maintains the office, business and capital assets, and provides for effective and efficient information and communication systems.

Human Resources Management

· Develops human resource policies and procedures, as well as implementation, monitoring and evaluation processes.

· Recruits, employs, contracts with, remedies, disciplines and if necessary terminates all staff, contractors and volunteers.

· Ensures staff, contractors and volunteers are provided with an appropriate orientation, training, supervision, mentorship, and ongoing continuing education, including that specific to their specialized work.

· Ensures the development and continuing refinement of position descriptions.

· Develops a comprehensive approach to performance management and staff development.

· Ensures that support services are provided through delegation, purchased services, contracts or other arrangements - as necessary for the Foundation's effective and efficient operation.

· Maintains an overall office environment that attracts, retains and motivates a diverse group of high quality staff. This includes development and maintenance of employment and contract policy, as well as ensuring adherence by employees and contractors to their requirements.

Public Relations and Communication

· In conjunction with the Board Chair, is the Foundation's official spokesperson and representative.

· Maintains a high profile in the community, through active and meaningful involvement in community and social organizations. The Chief Executive Officer's profile will be consistent with the Foundation's values, and will promote public trust and confidence in the Foundation and the Chief Executive Officer.

· Maintains an effective working relationship with the Prairie North Health Region, and acts as a Foundation's official liaison.

· Represents the Foundation in all legal and policy matters, in conjunction with the Board Chair.

· Ensures that the Board is kept fully informed on key performance indicators for the Foundation during and if appropriate between Board meetings, in conjunction with the Board Chair.

· Ensures that the Foundation's activities, programs and goals are communicated to its stakeholders and community leaders, and establishes sound working relationships and cooperative arrangements.

· Represents the Foundation's programs and perspectives to agencies, organizations, stakeholders and the general public.





Performance Appraisals

· In accordance with Board policy, the Board Chair and designated Board members will work with the Chief Executive Officer to set goals every year, as well as agree upon a process for ongoing feedback and mentorship.

· The Board Chair will ensure that the Chief Executive Officer is provided with an annual performance appraisal, with appropriate Board input.

· Areas which require additional competencies will be identified. The Board Chair will be expected to support the Chief Executive Officer's involvement in appropriate professional development programs, including through compensated time off and course subsidization.

Qualifications

· Baccalaureate degree, preferably in business, marketing, fund development, human resources and/or communications.

· A minimum of ten years progressive experience in leadership, management, strategic and tactical planning, business planning, communications, financial management, human resources management, and community relations.

· Professional certification as a Certified Fund Raising Executive.

· A minimum of five years progressive full-time experience in fundraising. This includes relevant experience in conducting an integrated fund development program which includes annual giving, major gifts, planned giving, information management systems, and communications.

· The ability to exemplify appropriate stewardship and accountability for all fund development activities, including a strong understanding of fiduciary responsibilities and financial management "due diligence."

· Familiarity with relevant fund development ethics and standards of practice.

The Chief Executive Officer’s Performance Expectations

The Chief Executive Officer shall:

· Keep the Board informed on a regular, comprehensive and timely basis of the LRHF's financial and related status, as well as any risks and threats to the Foundation's viability and community standing.

· Not engage in a "conflict of interest," defined for the purposes of the contract as a conflict between the Chief Executive Officer's duty to act in the LRHF's best interests, relative to the Chief Executive Officer's opportunities for personal gain.

· Manage the Chief Executive Officer's staff in a respectful, consistent and professional manner, in keeping with commonly accepted human resources practices. This includes development and currency of a succession plan, administration of competitive pay and advantages, and a concert emphasis on staff members' retention, in part through initiatives to enhance their continuing competence.

· Not deviate materially from the Foundation's approved budget, and advise the Board as soon as possible in advance of any significant unanticipated surplus or deficit. This includes drawing from any long term or unallocated reserves, except as approved by the Board.

· Apply for all grants and potential sources of income well in advance of the applicable deadline.

· Treat all external stakeholders in a professional, dignified and transparent manner.

· Keep the Board informed on a regular basis of relevant geographic, social and health care trends, anticipated adverse media coverage, and particularly any significant developments with health care facilities, programs and services in the Lloydminster area.

Provide for temporary arrangements in the event of the Chief Executive Officer's scheduled and unscheduled absences from work.

Pay: $38.54-$52.00 per hour
