Job Title: Business Analyst

Duration: 12+ months with possible extension
Work Arrangement: Primarily Remote, with occasional onsite work (up to 15%)

About the Role

We are seeking a Senior Technical Business Analyst to support the delivery of complex IT modernization and digital transformation initiatives within a government environment. The successful candidate will work closely with business stakeholders, technical teams, vendors, and project leadership to analyze business needs, define requirements, improve processes, and support the design and implementation of enterprise technology solutions.

Government and/or correctional services experience is preferred.

Key Responsibilities

- Lead stakeholder consultations, workshops, requirements sessions, and project meetings.
- Gather, analyze, and document business, functional, and technical requirements.
- Translate business requirements into detailed technical specifications within an enterprise IT environment.
- Develop and review business processes; lead process improvement and re-engineering initiatives.
- Support business architecture, system specifications, software design, and database modeling.
- Analyze and design complex software solutions across enterprise/n-tier environments.
- Prepare and maintain requirements, functional design documents, project plans, schedules, status reports, and other project documentation.
- Bridge communication between business teams, technical teams, vendors, and other stakeholders.
- Identify, track, and escalate project risks, issues, dependencies, and recommendations.
- Support iterative/agile development and model-based processes, including UML, XML, and web-services technologies where applicable.
- Identify user training needs and support implementation activities.




- Provide project management and technical/business analysis support as required.

Required Qualifications & Experience

- University degree in Business, Management, or a related discipline with 4+ years of Technical Business Analyst experience, OR an equivalent combination of education and experience:
- 2-year diploma + 6 years BA experience; or
- 1-year certificate + 7 years BA experience; or
- 8 years of BA experience.
- 3+ years developing integrated system and technical design specifications for complex engagements.
- 4+ years facilitating business process development and process re-engineering workshops.
- 5+ years gathering requirements from diverse stakeholders across departments or organizations.
- 1+ year of experience working with correctional facility systems, correctional business processes, or requirements gathering in a correctional environment.
- Strong stakeholder management, facilitation, documentation, analytical, and communication skills.

Preferred Qualifications

- Government/public-sector experience.
- Correctional services/facility experience.
- 5+ years working in Agile development environments.
- Experience coordinating with vendors and senior management.
- Experience leading workshops, governance meetings, steering committees, and executive briefings.
- Experience eliciting and documenting requirements for AI, Generative AI, intelligent automation, or data-driven solutions.
