Position Summary:
The Administrator is responsible to meet the Ministry of Long Term Care pre-occupancy requirements to start the operation of this home. Thereafter he/she will be responsible for the overall operation and coordination of protected, resident focused, effective systems and activities necessary to operate the Long Term Care Home, while ensuring compliance with all applicable legislations, standards and requirements. The Administrator is in charge of the Long Term Care Home (“Home”) and be responsible for its management and day-to-day operation.
Leadership:
- Provide leadership using critical thinking to manage all aspects of Home operations.
- Lead the team to establish goals aligned with the organization operational plan and strategic directions, implementing plans as required.
- Establish community relationships by representing the Home, interpreting its purpose and policies, and participating in professional organization like the Advantage Ontario.
- Ensure the Home meets or exceeds all requirements of the Fixing Long-Term Care Act (FLTCA), Ministry standards, and other applicable Provincial or Municipal legislation.
- Perform all other duties of the Administrator as detailed in FLTCA and required by Mon Sheong Foundation.
Management Functions:
- Implement Mon Sheong Foundation policies, study relevant legislation and guidelines, and maintain up-to-date policy and manual.
- Program a staffing pattern and organizational structure to meet resident needs within the appropriate resources.
- Collaborate with the Medical Director, Physician(s), Program/ Social Service Coordinator, Director of Resident Care, contracted providers to maintain a high resident care standards consistent with the Home’s Discuss social dimensions of care with staff, medical and paramedical personals and volunteers.
- Develop formal structures for accountability for department managers investigate, report, correct, and prevent risk issues.
Serve as the Home’s Risk Manager and coordinate Quality Improvement activities.
- Maintain continuous relationship with Ministry’s and government personnel.
- Oversee all contractual agreements, solicitation, contract awards, dispute resolution, monitoring, and regular evaluations/renewals.
- Monitor Agency performance to ensure contract compliance with applicable Acts, regulations and operational standards.
- Schedule regular management meetings for leadership, direction, and support. Encourage staff participation in beneficial seminars and conferences.
- Ensure all Human Resources practices (hiring, termination, grievances, performance management, and skill development) align with organization standards. Collaboration with Human Resources to ensure effective labour relations, including negotiation, mediations, and arbitrations. Promote a healthy work environment and high employee satisfaction.
- Fulfill other duties as assigned.
Financial Management:
- Prepare annual operating and capital budgets with department heads and financial department, ensuring internal financial control meet operational needs and health and safety of residents and staff.
- Manage general financial affairs, including major equipment purchases and comprehensive insurance program in consultation with the Senior Administrator and the Corporate Office.
Relationship with Residents and Families:
- Maintain an open door policy across all departments for residents and families.
- Ensure effective, meaningful communications and respond to Resident Council and Family Council within FLTCA mandated timelines.
- Encourage resident and family involvement in the Home’s affairs and activities.
Qualifications:
- Managerial experience in facility based or community based long-term care services.
- A post-secondary degree from a program that is a minimum of 3 years in duration, or a post-secondary diploma in health or social services from a program that is a minimum of 2 years in duration.
- At least 3 years working experience, (i) in a managerial or supervisory capacity in the health or social services sector, or (ii) in another managerial or supervisory capacity, if he or she has already successfully completed or, is enrolled in, a program in long-term care home administration or management that is a minimum of 100 hours in duration of instruction time.
- Completion of a course/ certification program on long-term care management recognized by the Ontario Ministry of Health and Long-Term Care or eligible and willing to seek qualification.
- Demonstrated leadership, communications skills, financial management and administrative abilities.
- Demonstrated resident-centered care and be able to lead the home’s Quality and Risk Management program. Excellent verbal and communication skills.
- Bilingual – English and Chinese (Cantonese, Mandarin as asset).
- Good knowledge of current trends and legislation in Long Term Care.
