Salary The salary range for this position is CAD $46.37 - $66.66 / hour

Job Summary

Bring your demonstrated leadership and consultation skills to this exciting opportunity as an Advisor, Adult Protection Program. In this role you will guide and support Fraser Health’s clinical practice compliance with BC’s adult guardianship legislation.

Build on your education and career experience as you:

- Provide expertise, support and guidance to FH staff and medical staff regarding adult guardianship legislation and related laws.
- Partner with internal stakeholders to maximize FH compliance with adult guardianship legislation and related laws.
- Work with the Manager of the Adult Protection Program to deliver education to FH designated responders.
- Collate data, compile statistics, and prepare reports.

Qualifications:

- Master's degree in Social Work
- Five (5) years of recent related clinical experience working with BC’s adult guardianship legislation or similar legislation
- Equivalent combination of training and experience
- Current practicing registration with applicable regulatory body and/or membership in applicable professional association, as applicable.
- Valid BC Driver's license and access to a personal vehicle for business-related purposes.

This Full-Time opportunity is located at Central City Tower in Surrey, BC. Successful candidate may be eligible to work remotely.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Reporting to the Manager, Adult Protection Program (APP), the Advisor, Adult Protection Program directs and supports Fraser Health’s (FH) clinical practice compliance with British Columbia’s adult guardianship legislation.

Represents Fraser

Health when working with legal counsel and external organizations concerning adult guardianship reports and investigations, as well as identifying and resolving other risk management issues specifically related to statutory compliance. Advises and leads Fraser Health coordinators and designated responders concerning responses to and investigation of reports of adult abuse, neglect and self-neglect to ensure overall consistency and standardization of Fraser Health processes and systems pertaining to Adult Protection. Provides leadership and support to senior Fraser Health leaders, physicians and staff in ensuring that quality improvement strategies and processes are applied to complex and high-risk cases to assure statutory compliance. Responsibilities

1. Supports Clinical Operations to identify and onboard designated responders to secure Adult Protection response capacity. Monitors and supports designated responders’ compliance with applicable legislation and policies. Minimizes risk exposure through the proactive prevention, identification and management of events which may lead to patient/client harm or related exposure for the organization.
2. Develops effective systems, methods and supports to enable optimal management of administrative, operational and clinical risk and statutory compliance, including the application of quality improvement strategies and processes. Consults with internal and external partners on the use of tools and/or application of the legislative framework. Identifies quality issues and recommends quality improvement initiatives to the Manager.
3. Provides clinical review of incapacity assessments for Statutory Property Guardianship, Adult Guardianship and related court applications.



Audits incapacity assessments and consent procedures for the applicable statutes and ensures notification of the adult’s rights are given to adults and all legislated requirements are met in AGA interventions.
4. Reviews adult health records for Adult Guardianship Act statutory redactions on ROI requests.
5. Consults with various management teams regarding prevention and/or proposed remedial or follow up actions in response to patient/client complaints, statutory non-compliance or related situations. Liaises with Manager and Legal Services when preparing for AGA court applications.
6. Collaborates with Legal Services, Risk Management, and operational leaders regarding interpretation of legal and other regulatory obligations and responsibilities in the context of applicable legislation, regulations, common law and other changing standards, and advises on implementation of such at the operational/policy level.
7. Works with Skilled Practice on documentation standards and the application of legislation supporting and consulting designated responders/Coordinators (DR/DRC) including the close monitoring of legislated tools such as Support and Assistance Plans and Emergency Assistance.
8. Develops, implements, and presents advanced education on a wide variety of topics related to BC legislation, incapability assessments, and regulatory compliance to a wide variety of partners, including effective interdisciplinary teams and environments.
9. Provides leadership and direction to designated responder coordinators and designated responders using effective management techniques, including coaching, mentoring, skill and leadership development, decision making, and coalition building.
10. Works in collaboration with the Manager, Adult Protection Program in the delivery of education to FH staff and medical staff, and in the delivery of specialized and advanced practice education to FH designated responders.
11. Collaborates with internal partners to develop, implement and evaluate FH programs, guidelines, and services for vulnerable and incapable adults.
12. Identifies and advises the Manager of systems level issues that impact vulnerable and incapable adults.
13. Develops policies and clinical practice guidelines that align with relevant adult guardianship legislation, regulations, and other provincial standards.
14. Extracts and collates data, compiles statistics, and prepares reports.
15. Tracks and monitors involuntary admissions under the Adult Guardianship Act (Section 59).
16. Assists the Manager and legal counsel with preparing for and participating in adult guardianship court hearings.
17. Monitors and responds to calls and emails received through the public-facing React Reporting phone and email systems.
18. Coordinates the Certificate of Incapability process with the Public Guardian and Trustee of BC under the Adult Guardianship Act (Part 2.1).
19. Liaises with external partners including the Office of the Seniors Advocate, Public Guardian and Trustee of BC, and Law Enforcement on matters concerning vulnerable adults.
20. Collaborates and liaises with other designated agencies as necessary.
21. Maintains an environment that values and promotes continuous learning through the planning, development, evaluation and delivery of education and services.
22.



Integrates research and best practice into the delivery of services to vulnerable and incapable adults.
23. Represents the Adult Protection Program on various internal committees as assigned.

Qualifications

Education and Experience

Master's degree in Social Work plus five (5) to seven (7) years of recent related clinical experience working with BC’s adult guardianship legislation or similar legislation, or an equivalent combination of training and experience.

Current practicing registration with an applicable regulatory body and/or membership in applicable professional association, as applicable.

Valid BC Driver's license and access to a personal vehicle for business-related purposes.
