The Township of Wellesley is a rural escape in Waterloo Region, located within a 20-minute drive of the cities of Kitchener and Waterloo. The Township is agriculturally based with approximately 12,000 residents. The Township of Wellesley is made up of several small communities, including Heidelberg, St. Clements, Linwood, Wellesley and Wallenstein and is committed to providing a diverse and inclusive environment for both residents and employees.

Township is looking for a self-motivated, hardworking team player to fill a position as Director of Public Works within the Public Works Department.

Summary:

Working in a team environment, the Director of Public Works will establish departmental and organizational objectives in accordance with the Corporate strategic direction and all applicable legislation. The Director will provide oversight to annual capital and operating budgets and forecasts, while being accountable to Council in meeting financial targets. The position will advise elected officials, guide core policy development, manage overall department human resources and provide strategic leadership to all functional areas.

Duties and Responsibilities

Policy and Strategic Implementation

- Contributes to developing and implementing the Corporate Strategic Plan, in conjunction with Members of Council and colleagues in all Departments.
- Responsible for ensuring implementation of the most current guiding documents for the Public Works Department, including but not limited to, Transportation and Mobility Master Plan, Development Standards, Asset Management Plan, Capital forecasts.
- Attends Council and Committee meetings and provides advice and guidance to Council on the development of plans, priorities and policies for effective Public Works services.
- Actively participates as a member of the Senior Management Team (SMT)
- Sits as a member of the Corporate Emergency Management Committee

Leadership for functional area

- Directs a team of staff to deliver on all programs and services.
- Provides advice and guidance to Council on the development of plans, priorities and policies for effective public works services.
- Provides regular reports to Standing Committee(s) and Council on the public works operation, reports on projects, information on maintenance programs and investigation of complaints.
- Participates in union negotiations, ensures occupational health and safety practices are strictly observed and modifies work schedules when required to deal with emergency situation.
- Supervises the work of contractors who are engaged by the Township for specific construction projects.
- Provide input into a comprehensive asset management plan.
- Responds to requests for information from the public and deals with public complaints and service requirements.
- Responsible for ensuring overall operation for program and event delivery within Department jurisdiction in accordance with Council direction and all legislative and regulatory requirements.
- In conjunction with Human Resources, provides leadership and guidance to employees directly, or through delegation of staff, including conducting annual performance evaluations for all direct reports.
- Provides leadership and guidance and makes recommendations regarding hiring, training,



performance evaluation and assignment of staff in accordance with the relevant provisions of the collective agreement.
- Manages inventory of equipment, supplies and material required for the maintenance and construction programs and makes recommendations to Council on the purchase of equipment and material.
- Responsible for ensuring overall administrative and support functions within Department jurisdiction in accordance with approved policies and standard operating guidelines.
- Monitor sector trends and make recommendations for service adjustments as required.
- Ensures review of proposed subdivision design review and final acceptance following completion and site inspections.
- Negotiation with landowners and processing of easements for the purposes of storm sewer or road work.
- Attend senior staff meetings.
- Responsible for township development standards
- Working knowledge of Minimum Maintenance Standards
- Part of Emergency Response Team
- Performs any other related duties assigned.

Budget & Accountability

- Ensure approved financial resources are being allocated as per approved policy and Council direction.
- Manages the public works operations within approved budgets and monitors budget performance to ensure the safety and functionality of Township roads, streets, sidewalks, urban areas, bridges, storm sewers, drains, snow removal, streetlights, trees and traffic safety devices etc.
- Drafts operating and capital budgets, discusses plans, priorities and costs with the Treasurer, the CAO, the appropriate Committee(s) and Council and prepares and updates the ten year capital plan for public works and road operations including equipment lists.
- Works with staff to ensure administrative and financial controls are in place to monitor expenditures and revenues.
- Monitors and researches grant funding opportunities
- Provides regular reports to Committee(s) and Council on projects, programs, budget compliance and customer service inquiries (and/or as directed by Council)
- Provides oversight for the overall delivery of capital projects.
- Ensures payroll requirement for all recreation staff are met through respective staff.
- Approve staff training, attendance at seminars, conferences.
- Responsible for maintaining Administration Building and Council Chambers
- Preparation of Tenders, motions for Council and purchasing of vehicles, fuels, equipment, gravel and asphalt, bridge repairs, road projects, building projects etc.
- Operation and Maintenance of Municipal Wells under MOE Reg. 252.
- Operation and Maintenance of a Municipal Fuel Outlet under the TSSA Liquid Fuels Handling Act.
- Registration and Reporting waste material disposal to the MOE Hazardous Waste Inventory Network (HWIN).
- Serves on special committees that require public works management expertise and attends meetings of Council/Committees as required.

Stakeholders Relations





- Provides oversight to the Public Works framework, updating regularly.
- Participates in Union negotiations, and with the staff lead, ensures occupational health and safety practices are strictly observed, with work schedules modified as required to deal with extenuating circumstances.
- Provides leadership to the staff team to work collaboratively with partners.
- Liaise and communicate with local officials of various levels of government and Ministry officials. Maintains an effective working relationship with local authorities including but not limited to Region of Waterloo, local municipalities, GRCA, School Boards.

Compliance & Governance

- Ensure department activities adhere to local, provincial, and federal legislation and regulations. (i.e., MMS and Hours of Service)
- Ensures appropriate systems, resources, and accountability are in place to support compliance with all applicable legislation and technical standards.
- Assesses risk in all program and operational areas and develops and implements strategies to reduce risk and minimize Township liability.
- Participates in and responds to emergency situations as needed.
- Works with finance staff to ensure effective cost control and financial approvals protocols are in place.

Qualifications:

- Minimum post-Secondary education in the form of a community college diploma in a related field
- Minimum 5 years supervisory experience in a Public Works related setting.
- Proven written and oral communication and report writing skills.
- CRS designation considered an asset.
- Working knowledge of legislation, regulations, policies, and procedures that impact municipal government public works operations.
- Demonstrated ability to be a team player and coach who is able to establish effective working relationships with Council, employees and the general public.
- Proficient in use of computer software including Microsoft Office Suite.

Compensation: $115,494 to $144,367

Hours of Work: Monday to Friday, 40 hours per week. *Position may qualify for the compressed workweek.
