The AMA is recruiting for the position of Director, Public-Private Physician Agreements. As a member of the Representation and Negotiations team, the Director, Public-Private Physician Agreements will play a critical role in ensuring that physicians are supported through public-private agreement guidance, contract, financial and operational framework assessment, and strategic support.

Team Overview The Branch oversees the AMA’s representation rights for physicians, leads negotiations strategy, and supports the Physician Master Agreement and other negotiated agreements for physician regulated services. It manages the lifecycle of representation and negotiations, from strategy, planning and execution through to dispute resolution, agreements and reporting. Representation and Negotiations serves a central role in advancing physician interests through effective negotiation and representation.

This recent role and business area will provide specialized physician-facing advisory services related to agreements, approvals and contractual arrangements at the interface of public and private physician services. This includes publicly funded services delivered in private facilities, private services delivered in publicly funded facilities, Chartered Surgical Facility arrangements, Alberta’s dual practice model and other emerging public-private service delivery contracts/agreements.

Position Overview

The Director, Public-Private Physician Agreements leads the development and delivery of advisory services that help physicians understand, assess and navigate agreements associated with Alberta’s evolving public-private service delivery environment.



The role is focused on physicians who are considering or participating in arrangements involving dual practice, Chartered Surgical Facilities, privately delivered services, publicly funded services delivered in private facilities, or private services delivered in publicly funded facilities. The Director helps physicians get through the front door, understand what they are agreeing to once they get inside, and assess whether the resulting contractual, financial, operational and regulatory framework is workable in practice. This role is distinct from, but closely connected to, the AMA’s publicly funded contract negotiation and ARP-focused functions. Where those functions support ARPs and other publicly funded physician service arrangements, this role provides dedicated support for physicians navigating agreements that cross public and private funding, facility, service delivery and participation boundaries.

Key Responsibilities:

- Guide physicians through expressions of interest, application processes, participation requirements, approvals, and agreement execution for dual practice, Chartered Surgical Facilities, and other public-private physician service arrangements.
- Develop and maintain physician-facing toolkits, guidance documents, and risk assessment frameworks that explain agreement terms, approval pathways, obligations, key decision points, and practical implications.
- Review and analyze physician agreements, facility-based arrangements, service agreements, and related terms and conditions associated with dual practice, Chartered Surgical Facilities, and public-private service delivery models.
- Provide guidance to physicians on agreement rights, obligations, risks, limitations, and practical implications, including service scope, scheduling requirements, compensation arrangements, overhead costs, reporting obligations, termination provisions, insurance requirements, professional responsibilities, and dispute resolution mechanisms.
- Assess contractual, financial, operational, professional, and regulatory risks associated with public-private physician agreements and facility-based service arrangements.
- Evaluate agreement structures and business models to identify potential risks, challenges, and sustainability considerations.
- Monitor emerging trends, regulatory developments, and market activity related to dual practice, Chartered Surgical Facilities, and public-private physician service delivery models.
- Analyze member concerns, implementation challenges,



and risks affecting physicians participating in public-private healthcare arrangements.
- Lead the organization's physician advisory function related to public-private physician agreements and complex contractual arrangements.
- Manage sensitive, high-impact, and precedent-setting physician agreement matters and provide strategic guidance on issue resolution.

Education and Experience

- Bachelor’s degree in law, business, healthcare, health administration, public policy, public administration, health policy, or a related discipline.
- A master’s degree, law degree, or specialized training in contract negotiation, health law, public-private service delivery, conflict resolution or mediation is considered an asset.
- 9-10 years of experience in healthcare clinical procurement contracts, physician agreements, related government regulation, government relations, and physician practice. An equivalent combination of education and experience may be considered.
- Demonstrated experience with complex agreements, approval processes, risk assessment and physician advisory services, preferably in environments involving public-private service delivery, facility-based care, government approvals or complex health system arrangements.

- Strong proficiency in Microsoft Office 365 applications and business software, learns and adapts to new systems, applications and technologies.
