COMPANY DESCRIPTION:

LiftWerx is a specialized wind energy contractor which performs large corrective repairs, mainly using crane-less technology. LiftWerx offers both specialized equipment and experienced personnel to perform corrective repairs on a wide variety of wind turbines. The majority of lifting services are performed using up-tower crane technology, which avoids the high cost and disruption of utilizing large conventional cranes on the ground.

JOB TITLE:

HR Compliance Specialist (15 month contract)

LOCATION:

This is an on-site position, based out of our Cambridge, ON office.

The HR Compliance Specialist is responsible for managing the organization’s prevailing wage compliance program across all applicable projects. This role ensures accurate reporting, certified payroll compliance, apprenticeship tracking, audit readiness, and adherence to federal, state, and local labor regulations. The position works closely with Payroll, Operations, Finance, and Project Management to mitigate compliance risk and maintain the company’s eligibility for government-funded and incentive-based projects.

RESPONSIBILITIES:

Prevailing Wage Compliance

- Interpret and apply federal, state, and local prevailing wage regulations.
- Review contract requirements and identify prevailing wage obligations prior to project start-up.
- Maintain current wage determinations and labor classifications for all covered projects.
- Monitor compliance with Davis-Bacon Act, IRA Prevailing Wage and Apprenticeship provisions, and other applicable regulations.




- Serve as the primary internal resource for prevailing wage questions and escalation matters.

Certified Payroll Reporting

- Prepare, review, and submit weekly certified payroll reports.
- Verify employee classifications, wage rates, fringe benefits, and overtime calculations.
- Ensure payroll records meet all regulatory and contract requirements.
- Coordinate corrections and adjustments when discrepancies are identified.

Apprenticeship & Workforce Tracking

- Track apprenticeship participation and hours requirements.
- Coordinate with approved apprenticeship programs and training providers.
- Monitor apprentice-to-journeyperson ratios.
- Prepare workforce utilization reports as required by project owners or regulatory agencies.
- Maintain apprentice registration and supporting compliance documentation.

Cross-Functional Coordination

- Partner with Payroll to ensure proper wage calculations and reporting.
- Work with Project Managers and Operations teams to establish labor compliance requirements during project mobilization.

REQUIRED KNOWLEDGE/SKILLS, EDUCATION, AND EXPERIENCE:

Education:

- Diploma or Bachelor’s Degree in Human Resources, Business Administration, Accounting, Payroll Administration, Legal Studies, or related field.

Work Experience:

- 1-3 years of experience in payroll compliance, labor compliance, certified payroll, HR compliance,



or a related field.
- Experience with prevailing wage programs, Davis-Bacon, certified payroll reporting considered an asset
- Experience working within construction, industrial services, energy, utilities, or skilled trades environments is highly desirable.

Knowledge/Skills:

- Advanced Excel and data analysis skills.
- Experience with payroll and HRIS systems.
- Detail-oriented with strong auditing and investigative skills.
- Ability to interpret legislation and contractual requirements.
- Excellent organizational and project management capabilities.
- Strong written and verbal communication skills.
- Ability to manage multiple projects and strict reporting deadlines.
