Position Summary:

We are seeking an experienced IT Engagement Manager IV / IT Business Analyst with strong Oracle Utilities experience to support a major Billing Modernization initiative.

The program is focused on replacing the existing Oracle Customer Care & Billing (CC&B;) platform with a modern, unified Oracle Customer Care and Metering / Customer to Meter (C2M) solution.

The project originally began in 2022, was paused in 2024, and is now restarting. The immediate focus will be reviewing existing requirements, identifying gaps, documenting business processes, and ultimately finalizing the requirements package.

The ideal candidate will have strong experience with Oracle CC&B;, C2M, or similar Oracle Utilities platforms, along with excellent business analysis, requirements documentation, stakeholder management, and utility-industry experience.

Please note: This position is focused on business analysis and requirements. The candidate will NOT primarily perform analysis/testing activities.

Key ResponsibilitiesBusiness Analysis & Requirements

- Partner with business stakeholders to gather, analyze, and document complex business requirements.
- Translate business needs into detailed functional requirements and process documentation.
- Review existing requirements and identify gaps, inconsistencies, and areas requiring clarification.
- Analyze end-to-end business processes related to billing and meter-to-cash operations.
- Document current-state and future-state business processes.
- Evaluate alternative solutions and provide recommendations based on business and technical requirements.
- Facilitate requirements discussions and workshops with business stakeholders, IT teams, and vendor partners.
- Create and review functional specifications and solution documentation.




- Ensure requirements align with business objectives and the overall Billing Modernization strategy.

Project & Stakeholder Engagement
- Partner closely with technical teams, business clients, and vendor implementation teams.
- Act as a business and technical liaison between IT and business stakeholders.
- Communicate IT processes, requirements, and technical concepts clearly to business users.
- Lead or participate in complex requirements workshops and project meetings.
- Proactively identify stakeholder concerns, dependencies, and requirements gaps.
- Provide timely and qualified communication to project stakeholders.
- Operate independently on complex projects with minimal guidance.

Oracle Utilities
- Apply strong knowledge of Oracle Utilities Customer Care & Billing (CC&B;) and/or Customer to Meter (C2M).
- Understand utility billing, customer care, metering, and meter-to-cash business processes.
- Support requirements and solution discussions involving Oracle Utilities applications.
- Collaborate with implementation teams to ensure business requirements are accurately translated into system solutions.

Project Documentation & Support
- Develop, maintain, and review project and requirements documentation.
- Support business cases and project deliverables for complex IT initiatives.
- Ensure documentation complies with applicable project, SOX, regulatory, and organizational standards.




- Provide guidance and mentoring to less-experienced Business Analysts when required.

Required Qualifications
- Bachelor's degree in Computer Science, Information Technology, Business, or a related discipline, or equivalent qualified experience.
- 7+ years of experience with Oracle CC&B; or a similar Oracle Utilities platform.
- Strong experience in business analysis and requirements gathering.
- Hands-on experience with Oracle CC&B; and/or C2M.
- Strong understanding of utility industry business processes.
- Experience documenting complex business requirements and functional specifications.
- Excellent stakeholder communication and facilitation skills.
- Ability to work independently on complex initiatives.
- Strong written and verbal communication skills.

Preferred Qualifications
- Previous PG&E; experience.
- Experience with Oracle Utilities implementations.
- Experience with Customer to Meter (C2M).
- Experience with Customer Care & Billing (CC&B;).
- Utility industry experience.
- Experience working on high-complexity IT projects.
- Project management experience.
- CBAP – Certified Business Analysis Professional.
- CCBA – Certification of Competency in Business Analysis.
- Oracle CC&B; certification/specialization.
- 9+ years of relevant professional experience.

Work Location This is a mostly remote position with limited onsite requirements.

Candidates should be available to attend occasional meetings, workshops, or project sessions at:

- San Ramon, CA
- Stockton, CA

Bay Area candidates are preferred. Non-local candidates may be considered if they have exceptionally strong Oracle Utilities and business analysis experience and can accommodate the required onsite meetings. Pay: $40.00-$60.00 per hour
