Job Summary

Oneida Nation of the Thames is seeking an experienced paramedic services leader to direct the delivery of its provincially mandated paramedic programs. Reporting to the Chief Administrative Officer, this position holds full accountability for the nature, extent, and quality of service delivery of the Paramedic Service, including planning, budgeting, staffing, policy development, and program evaluation.

The Paramedic Chief sets the Division’s strategic direction and annual business plans, holds financial oversight and signing authority, serves as the Division’s primary human resources authority, and ensures compliance with all relevant legislation, standards of practice, and organizational policy. In addition, the incumbent contributes to organization-wide strategic planning, policy development, and community development in keeping with the mandate of Oneida Nation of the Thames and the strategic direction of the Oneida Nation Elected Council.

This position requires the incumbent to be on call as the Duty Officer on a rotating basis.

Direct reports include the Deputy Chief, Superintendents, Paramedics, and administrative staff.

Mandatory Qualifications

- A post-secondary degree in Business Administration, Public Administration, Health Sciences, Emergency Management, or a related field; or an equivalent combination of post-secondary education and progressive experience in emergency services or health care.
- A minimum of two years of progressive management experience within a paramedic service, including direct supervision of management-level staff.
- Demonstrated knowledge and interpretation of the legislation and regulations governing paramedic service delivery in Ontario, including the Ambulance Act and its regulations, the Emergency Management and Civil Protection Act, the Highway Traffic Act, and applicable provincial standards (Patient Care, Documentation, Certification, and Land Ambulance Service Standards).
- Demonstrated experience administering an annual operating budget, including forecasting, variance analysis, and financial reporting.
- Demonstrated experience in labour relations, including collective agreement administration, grievance management, and progressive discipline.

Preferred Qualifications

- Experience in the administration of a provincial or First Nations emergency health services system.
- Working knowledge of the broader Ontario health care system, including Ontario Health, hospital, and community care partners.
- Formal training or certification in emergency management and preparedness (for example, Emergency Management Ontario or equivalent).
- Experience preparing and administering grant and funding applications to provincial ministries or other funders.
- Knowledge of First Nations communities, governance structures, and the delivery of emergency services in an Indigenous context.
- Familiarity with Oneida Nation of the Thames history, culture, language, and community.

Major Responsibilities

- Lead, manage and is responsible and accountable for the nature, extent and quality of provincially mandated programs delivered within the division by:
- Directing the operation of the programs and services delivered at all staff levels within the Division, including defining the objectives, standards, policies and procedures,



annual business plans and logic models, and research to propose, plan, implement and evaluate new and existing services.
- Preparing, administering, reviewing, monitoring and analysing the Division budget, and ensuring grant applications are submitted to the province for recent or expanded operations and looking for other new funding sources to enhance or expand program delivery.
- Holding full financial oversight and signing authority for the Division, including approval of expenditures within delegated limits, ensuring compliance with Oneida Nation of the Thames financial policies, and providing regular financial reporting to the CAO on budget performance and variances.
- Preparing annual business/operational plan for the Division and ensuring the preparation of plans for each divisional program, and meeting with divisional managers and the CAO quarterly to monitor the implementation of the business/operational plans, based on long- and short-term objectives and evaluation of strategies for meeting the goals.
- Assuming responsibility for the development, review and revision of policies and procedures within the divisional manual, including job descriptions, orientation plan, and standards required for the operation of programs within the division, and the annual review, revision, and signature of all policy and procedure manuals within the division.
- Assuming responsibility for complete documentation of records, reports, required for the operation of the division including completion and storage of confidential patient records, submitting records to the province as directed by provincial legislation (documentation standards), preparation of divisional reports and review/revision of program reports that are presented in a timely fashion to the required Committees/Council.
- Serving as the primary human resources authority for the Division, including hiring, disciplinary action, and termination decisions for divisional staff in accordance with policies and collective agreement; overseeing payroll accuracy, benefits administration, and labour relations matters as they pertain to the Division; and ensuring all staffing decisions align with collective agreements (if applicable) and employment legislation.
- Provide the leadership, vision, and expertise to implement and evaluate new and existing services by:
- Initiating and managing change within the Division including its programs and services by assessing existing service delivery: promoting and directing new delivery strategies; developing and implementing business planning; and utilizing the support and skills of staff at all levels within the Division.
- Participating, as a member of the paramedic management team, in strategic planning, community development, systems planning, policy planning in keeping with the mandate of the service and other services and Oneida Nation of the Thames.
- Collaborating and consulting as part of an inter-disciplinary team within Oneida Administration in the prioritization, development, and administration of all programs within Oneida Nation of the Thames, including strategic planning, priority setting, policy development, and ensuring that information is communicated and operationalized at all staff levels within the Division and functioning as a departmental representative for corporate initiatives,



when requested.
- Researching, developing, and reporting information to provincial ministries and various community committees, agencies, paramedic services and other stakeholders on program delivery, services, initiatives and related/current issues and trends.
- Exploring new initiatives, preparing, and submitting proposals to the office of the CAO and appropriate funding sources for approval (provincial ministries, Ontario Health, etc.).
- Developing and maintaining partnerships with other agencies, institutions, corporations, and professionals in the community in support of new and existing Division and community initiatives.
- Supporting a learning organization by ensuring ongoing professional development (e.g. seminars, workshops, conferences, publications) and computer skill development for all Divisional staff to remain current with professional and public health issues and developments.
- Ensuring appropriate consultation with stakeholder groups/agencies (Fire Services, Police, Hospitals, Ministries, Public) by developing program advisory committees where appropriate (EMS).
- Planning and participating in regular meetings of Divisional Managers and selected meetings of program staff to ensure two-way communication of information essential for long- and short-term planning, implementation and evaluation.
- Collaborating, consulting with, advising, and directing managers on component parts of program planning, budgeting, organizing, co-coordinating, administering, evaluation, and human resource management.
