We are seeking a Senior PeopleSoft HCM Functional & QA Lead to support a large-scale enterprise HR and payroll transformation program. This role requires deep PeopleSoft HCM 9.2+ functional expertise, strong knowledge of HR and payroll processes, and significant experience leading functional analysis, configuration, upgrades, and end-to-end testing.

The successful candidate will provide senior functional leadership across the full project lifecycle and work closely with business, technical, QA, and project teams to deliver enhancements to a complex enterprise HR/payroll platform.

Key Responsibilities

- Lead functional analysis, design, configuration, and delivery of PeopleSoft HCM 9.2+ solutions.
- Provide expert guidance on HR and payroll processes, system capabilities, configuration, and integration points.
- Lead functional teams throughout requirements, design, configuration, testing, implementation, and production readiness.
- Support PeopleSoft PUM upgrades, PeopleTools upgrades, Fluid UI migration, and implementation of new functionality.
- Provide functional expertise across areas including:
- HR
- Payroll
- Employee and Manager Self-Service
- Onboarding
- Benefits Enrollment
- Life Events
- Identify opportunities to improve existing PeopleSoft configurations and business processes.
- Lead and coordinate end-to-end testing activities including:
- Functional testing
- System Integration Testing
- User Acceptance Testing
- Payroll parallel testing
- Load and performance testing
- Review, analyze, prioritize, and manage defects through resolution.
- Work closely with business stakeholders, developers, system analysts, functional analysts, and QA teams.
- Provide project leadership, issue resolution, risk management, and senior-level functional advice.

Must-Have Qualifications
- 5+ years of experience as a PeopleSoft HCM Functional Lead.
- 5+ years of Quality Assurance / testing experience.
- Strong hands-on knowledge of Oracle PeopleSoft HCM 9.2+.
- Extensive understanding of HR and Payroll business processes.
- Strong experience with PeopleSoft Fluid, PUM upgrades and PeopleTools upgrades.
- Experience with PeopleSoft functionality related to onboarding, benefits enrollment, life events and employee/manager self-service.
- Proven experience leading functional teams through the complete project lifecycle.
- Strong experience leading functional, integration, UAT, payroll parallel, load and performance testing.
- Strong knowledge of QA methodologies, defect management, test execution, and quality assurance practices.




- Experience analyzing complex defects and providing recommendations for resolution.
- Excellent analytical, problem-solving, communication, leadership, and stakeholder-management skills.

Nice to Have
- Previous experience supporting a large-scale enterprise or public-sector HR/payroll environment.
- Experience with complex PeopleSoft implementations supporting a large employee population.
- Knowledge of PMBOK / project management practices.
- Understanding of information management principles and practices.
- Knowledge of AODA/accessibility requirements.

You should have substantial experience with PeopleSoft 9.2+, HR/Payroll, PUM and PeopleTools upgrades, Fluid UI, configuration, integrations, and payroll testing in a large enterprise setting.
