Job Overview

We are seeking an experienced Project Manager to support the delivery of strategic IT initiatives for our public sector client.

The successful candidate will be an integral member of the Project Delivery Office (PDO), providing end-to-end leadership for complex IT projects across multiple business areas.

The Project Manager will lead projects through all phases of the project lifecycle, including initiation, planning, execution, monitoring and control, and closure. This includes responsibility for scope, schedule, budget, resources, quality, risks, issues, dependencies, change, vendors, and stakeholder management.

The successful candidate will ensure projects are delivered in alignment with our client's policies, standards, governance requirements, strategic objectives, and established project management practices.

Key Responsibilities

- Develop detailed project plans in consultation with the Project Leadership Team.
- Produce formal Project Plans and obtain Project Sponsor approval.
- Lead projects through the complete project lifecycle, from initiation and planning through execution, monitoring and control, and closure.
- Ensure projects are delivered in accordance with established project management methodologies, standards, processes, and documentation aligned with Project Management Institute (PMI) best practices.
- Manage and deliver complex IT projects for our public sector client, ensuring adherence to governance processes, stage-gate approvals, audit requirements, reporting obligations, and established project management standards.
- Establish, support, and facilitate project governance structures, including executive steering committees.
- Facilitate timely decision-making, stakeholder alignment, and the appropriate escalation of project risks and issues.
- Maintain clear documentation of governance decisions and project outcomes.
- Manage relationships with executives, business representatives, technical teams, procurement professionals, vendors, service providers, and other project stakeholders.
- Facilitate ongoing stakeholder engagement and provide timely, accurate, and audience-appropriate project communications.
- Lead organizational change management activities, including stakeholder engagement, communications, impact assessments, readiness assessments, training,



and user adoption planning.
- Deliver project outcomes on time, within budget, within approved scope, and to required quality standards.
- Ensure project deliverables comply with applicable technical standards, policies, and requirements.
- Identify and coordinate project dependencies, interdependencies, and integration points across related initiatives.
- Monitor, manage, and report on project performance, including scope, schedule, budget, resources, risks, issues, dependencies, and quality.
- Identify, assess, monitor, mitigate, and manage project risks throughout the project lifecycle.
- Provide timely communications and reporting regarding project risks, issues, decisions, concerns, and overall project health.
- Prepare professional executive-level reports, presentations, status updates, and briefing materials.
- Organize and facilitate workshops, meetings, presentations, steering committee meetings, and working sessions involving diverse stakeholder groups.
- Collaborate with third-party vendors, service providers, and business partners to ensure their activities and deliverables are integrated into the overall project plan and implementation approach.
- Oversee vendor performance and ensure appropriate project controls and accountability measures are maintained.
- Develop and manage project change requests relating to scope, schedule, budget, and resources.
- Assess and communicate the impacts of proposed changes and obtain necessary approvals.
- Identify, communicate, and manage changes to project resource requirements and support resource planning activities as required.

Required Qualifications The successful candidate will have:

- Significant experience managing complex IT projects through the full project lifecycle.
- Demonstrated experience managing scope, schedules, budgets, resources, risks, issues, dependencies, quality, and change.
- Strong knowledge of structured project management methodologies and PMI best practices.




- Experience delivering IT initiatives within public sector or similarly complex enterprise environments.
- Experience working within formal project governance and stage-gate environments.
- Experience establishing and supporting project governance structures and executive steering committees.
- Demonstrated experience preparing and presenting project information to senior and executive-level stakeholders.
- Strong experience managing diverse stakeholder groups, including executives, business representatives, technical teams, procurement professionals, vendors, and third-party service providers.
- Experience managing vendor relationships, deliverables, and performance.
- Experience facilitating workshops, stakeholder sessions, meetings, and presentations.
- Experience leading or supporting organizational change management, including communications, impact and readiness assessments, training, and user adoption.
- Exceptional leadership, relationship management, communication, negotiation, facilitation, problem-solving, and stakeholder engagement skills.
- Strong ability to manage competing priorities while delivering results within established timelines and budgets.

Mandatory Certification

Candidates must hold one of the following:

- Project Management Professional (PMP) certification, or
- PRINCE2 certification

A copy of the applicable certificate must be included with the application/submission.

References

Three qualified references must be provided as part of the submission.

Work Location

This position is 100% onsite in Regina, Saskatchewan.

The successful candidate must be available to work in person at our public sector client's office in Regina. This is not a remote or hybrid opportunity.

Pay: Up to $80.00 per hour

- Government/Public Sector : 1 year (preferred)
- managing complex IT projects.: 1 year (required)

Licence/Certification:
