This is a regular full time position.

Location: City Hall

- The candidate will be responsible for supervising several purchasing professionals and administrative (clerical) unionized staff and providing functional supervision to the purchasing team. The candidate will set performance objectives and work assignments, support staff through daily coaching and guidance, ensure adherence to City policies, procedures and protocol, and assess staff performance. The candidate will make training & development recommendations, provide coaching and mentoring in professional purchasing and contract law, and prepare and monitor the operating budget for their area while contributing to the overall departmental budgeting process.
- The candidate will be responsible for acting as Purchaser on complex and major purchases.

The candidate will provide information, assist with developing competitive bid documents, analyse and evaluate offers and proposals, prepare and implement contracts, and monitor contract delivery while liaising with external vendors and suppliers as required.

- The candidate will be responsible for providing consulting services to user departments and supporting the development of policies, procedures, computerized systems, and training for division staff and clients. The candidate will prepare reports for Council, provide education on purchasing policies and procurement methods, assess department needs and make recommendations as required,



and work with Buyers to coordinate specifications and proper bid documents, including bid lists. The candidate will evaluate submissions and provide award recommendations when necessary.
- The candidate will be responsible for developing efficient processes and working with peers and the Director to implement continuous improvements and upgrade processes in line with industry standards and best practices in transaction methods.

The candidate will research comparators, recommend changes, and provide backup when the Director is absent.

Job Requirements

- The candidate must have a post-secondary degree or diploma in Business Administration or a similar program.
- The candidate must have 4-5 years of relevant purchasing experience, including tendering and contracting, with public sector related experience preferred.
- The candidate must have two (2) years of leadership/supervisory experience in Purchasing, including experience leading a team of buyers.
- The candidate must have completed the Certified Professional Public Buyer (CPPB), Certified Supply Chain Management Professional (CSCMP), or NIGP Certified Procurement Professional (NIGP-CPP) designation and have related experience, or an equivalent combination of education and related experience.
- The candidate must demonstrate the ability to negotiate with vendors, contractors, and suppliers.
- The candidate must be proficient in the use of MS Office and spreadsheet/database software, with specific knowledge of the PeopleSoft purchasing module considered an asset.
- The candidate must have excellent English communication skills, both written and verbal.
- The candidate should have project management experience, which will be considered an asset.
- The candidate will be required to execute a written employment agreement as a condition of employment.
