Join a Team Building the Future of Healthcare The Manager, Capital Projects is responsible for leading a multidisciplinary team delivering a diverse portfolio of healthcare infrastructure initiatives. The portfolio includes Ontario Ministry of Health (MOH) funded expansion projects, capital redevelopment initiatives, major equipment replacement projects, and space redesign and renovation programs that support exceptional patient care.

Reporting to the Director, Enterprise Projects, the Manager, Capital Projects role combines strategic leadership, project governance, stakeholder engagement, and operational oversight to ensure projects are delivered safely, efficiently, and in alignment with organizational priorities. The successful candidate will lead a highly skilled team of project professionals while partnering with clinical leaders, facility operations teams, consultants, contractors, and external agencies to shape the future of healthcare infrastructure.

Responsibilities

Leadership &

- Team Management

- Lead, coach, mentor, and develop a team of capital project professionals
- Establish priorities, allocate resources, and monitor workload across multiple projects
- Foster a culture of accountability, collaboration, innovation, and continuous improvement
- Manage departmental operations, performance objectives, and professional development plans

Capital Project Delivery

- Provide oversight for the planning, design, procurement, construction, commissioning, and occupancy phases of capital projects
- Ensure projects are delivered on time, within budget, and aligned with approved scope and quality requirements
- Support the successful delivery of capital redevelopment initiatives, large equipment replacements, clinical and corporate space renovations, and infrastructure renewal projects

Strategic Planning &

- Stakeholder Engagement

- Partner with clinical and operational leaders to identify project requirements and establish business needs
- Oversee the space planning intake process, ensuring requests are aligned with the strategic directions of the organization and long-term facility expansion plans
- Build strong relationships with project sponsors, physicians, staff, consultants, contractors, and external partners
- Present project updates, business cases, risks,



and recommendations to senior leadership and governance committees

Financial Stewardship &

- Risk Management

- Develop and oversee project budgets, forecasts, and capital expenditures
- Monitor project financial performance and implement corrective action where required
- Identify project risks and lead mitigation strategies
- Ensure effective procurement, contract administration, and consultant management practices

Compliance &

- Technical Oversight

- Ensure compliance with applicable legislation, regulations, and standards, including the Ontario Building Code, Occupational Health and Safety Act, CSA Healthcare Facility Standards, Accessibility for Ontarians with Disabilities Act (AODA), Ministry of Health capital planning requirements
- Promote best practices in healthcare design, construction, and space planning

Education

- Undergraduate degree in Architecture, Engineering, or Construction Management or a related discipline
- Evidence of ongoing professional development

Experience

- Minimum 7 years of progressive experience managing capital projects
- Proven people leadership experience with progressive leadership responsibility
- Experience with Ministry of Health capital planning processes, healthcare capital redevelopment projects, and/or major infrastructure programs

Competencies

- Working knowledge of:
- Ontario Building Code and CSA Standards
- Procurement methods for design and construction services, including CCDC contracts
- Space planning strategies
- Project cost estimating
- Project scheduling methods
- Budget cost control
- Risk management and mitigation in healthcare construction projects
- Construction documentation
- Infrastructure drawings and software

Demonstrated ability to
- Delegate and assign work to resources, prioritize work tasks, meet deadlines and manage multiple projects simultaneously
- Positively coach, mentor, influence and motivate staff and project teams




- Apply quality management systems to improve project delivery
- Use exceptional interpersonal, facilitation, and communication skills, with the ability to engage stakeholders at all levels of the organization and adapt to reach targeted audiences
- Develop and present reports, presentations, briefing notes, and business cases to senior leaders
- Use critical thinking and problem-solving skills with the ability to create mitigation strategies and contingency plans
- Deal with complex situations requiring negotiation, conflict resolution, crisis management and service recovery skills

RVH is a regional health centre with multiple patient care locations in the community. Access to reliable transportation for travel to project sites may be required. During critical project implementation periods, the ability to work off-hours and/or non-business hours may be required. The manager position works onsite together with colleagues, project teams and contractors, with an option to work-from-home on an occasional basis as departmental deliverables allow. Why Join RVH?
