Working within the Utilities Department, the Time and Absence Administrator is responsible for ensuring payroll-related functions are processed accurately and in accordance with federal and provincial legislation, union collective agreements, and corporate policies and procedures. This position also plays an integral role in supporting the department’s human resource functions and ensuring corporate and departmental policies and procedures are consistently followed.

This posting is for 1 temporary full-time position up to 9 months

Key Responsibilities:

Subject matter expert for payroll functions including the input of time entry information into the Corporate Payroll system (Oracle)

Work within Oracle to complete timecards, absences, scheduled processes, and ensuring all approvals are complete for payroll submission and deadlines

Work closely with department employees and line leaders to provide advice, guidance, and training on time entry rules, guidelines and processes that includes hours of work, breaks, earned day off program, management flex time, extra time/overtime, on call/call back, paid/unpaid leaves, statutory and non-statutory paid holidays, etc.

Provide support and guidance on absence processes including complex absence scenarios

Maintain, process and audit vacation accruals, sick accruals, and other leave accruals (e.g. overtime and lieu days) to ensure accuracy to guidelines and the Collective Agreement

Liaise with HR Business Partners, Disability Management, Benefits, Payroll,



and departmental staff to support all absence processes, vacations and leaves (e.g. illness, maternity/paternity, special, compassionate, long-term disability, unpaid LOA, etc.)

Administrative and records management to ensure accurate audit requirements

Qualificationsand Skills:

Post secondary Certificate in a related field (Diploma preferred) with a minimum of 5 years related experience

Experience in a unionized environment is preferred, with the ability to interpret and administer union agreements (AUPE) and classified (non-union) handbook and guidelines while following labour laws and policies

Payroll Compliance Skilled (PCP) or working towards would be an asset

Strong computer skills and technical aptitude to operate in multiple systems including HRIS (Oracle), SharePoint, Microsoft Office 365 (Excel)

Process oriented, able to prioritize as well as manage detailed work within tight deadlines while maintaining meticulous attention to detail

Ability to handle confidential information with integrity and professionalism

Excellent verbal and written communication skills

Foster positive and collaborative relationships across diverse work groups and internal partners





Use critical thinking to anticipate potential issues and be resourceful in finding solutions using sound judgement

Ability to work in a fast-paced workplace with frequent interruptions and shifting priorities
