Position: Housing Co-operative Manager
Reports To: Board of Directors
Hours of Work: 28 hours per week
Schedule: Regular business hours with some evening work required
Salary: $70,000
1. POSITION SUMMARY
The Housing Co-operative Manager is responsible for the effective and professional management of the co‑operative’s day‑to‑day operations, subject to the overall direction, policies, and decisions of the Board of Directors.
The Manager acts as an authorized representative and agent of the co‑operative within the authority delegated by the Board and is accountable for ensuring that the co‑operative’s financial, property,
administrative, occupancy, legal, and operational responsibilities are carried out effectively and in accordance with applicable legislation, funding requirements, by‑laws, policies, and regulations.
The Manager provides professional support and operational advice to the Board of Directors and membership, supervises co‑operative staff, coordinates contractors and professional service providers,
and maintains appropriate relationships with government agencies,
community organizations, and broader co‑operative housing sector.
2. CORE RESPONSIBILITIES
A. FINANCIAL MANAGEMENT
The Manager has overall responsibility for the financial administration and management of the co‑operative. Financial responsibilities may be performed directly by the Manager or through the supervision of the co‑operative’s Bookkeeper and administrative staff.
The Manager is responsible for:
Ensuring compliance with all financial requirements associated with the co‑operative’s funding programs.
Ensuring that all Rent‑Geared‑to‑Income (RGI) applications are processed accurately and in accordance with the co‑operative’s by‑laws and applicable municipal regulations.
Administering the co‑operative’s Arrears and Spending By‑laws and ensuring their consistent application.
Establishing and maintaining appropriate financial controls to safeguard the co‑operative’s financial resources.
Preparing the co‑operative’s annual operating and capital budgets, including proposed market housing charges, for consideration and approval by the Board of Directors.
Reviewing and presenting monthly financial statements to the
Board of Directors and identifying significant variances,
financial concerns, or matters requiring Board attention.
Preparing and presenting additional financial reports as required, including member arrears, cash‑flow reports, capital forecasts, investment reports, and other financial analyses.
Administering accounts payable, including the review and processing of invoices and preparation of cheques.
Ensuring that the co‑operative’s reserve funds are appropriately invested and managed in accordance with Board‑approved policies and applicable requirements.
Maintaining accurate, complete, and confidential financial and administrative records.
B. PROPERTY MANAGEMENT, MAINTENANCE & BUILDING OPERATIONS
The Manager is responsible for the overall maintenance and physical condition of the co‑operative’s property and for developing and maintaining effective property‑management and maintenance program.
The Manager is responsible for:
Maintaining comprehensive property, maintenance, inspection,
and repair records.
Developing and implementing a routine and preventive maintenance program.
Ensuring that an effective capital plan is developed, reviewed,
and kept current.
Retaining, coordinating, and supervising qualified tradespeople, contractors, consultants, and other services providers in accordance with the co‑operative’s by‑laws and policies.
Ensuring that each housing unit is inspected at least annually and whenever a member moves out.
Ensuring that appropriate life‑safety systems, emergency‑response procedures,
and building‑security measures are established and maintained.
Ensuring that the co‑operative complies with applicable firecode, elevator‑code, electrical‑safety requirements, and other statutory and regulatory requirements relating to the property.
Monitoring maintenance activities and ensuring that required repairs and services are completed appropriately and in a timely manner.
Providing maintenance and property‑management reports to the Board of Directors as required.
C. OCCUPANCY, VACANCY & UNIT MANAGEMENT
The Manager is responsible for developing and implementing an effective strategy to maintain full occupancy of the co‑operative and minimize vacancy loss.
The Manager is responsible for:
Marketing available housing units, as required, to fill vacancies.
Ensuring that vacant units are promptly inspected, repaired,
and restored to market‑ready condition following a member move‑out.
Administering the co‑operative’s internal and external waiting lists.
Administering agreements and working relationships with support‑service agencies, where applicable.
Coordinating move‑outs, internal transfers, and move‑ins in an efficient and timely manners to minimize vacancy loss.
Ensuring that occupancy‑related procedures are administered consistently and in accordance with applicable by‑laws,
policies and regulations.
Providing monthly vacancies, occupancy, and marketing reports to the Board of Directors.
D. LEGAL, REGULATORY & CORPORATE COMPLIANCE
The Manager acts on behalf of the co‑operative, within delegated authority, to support compliance with all applicable legal, regulatory,
contractual and reporting requirements.
The Manager is responsible for:
Liaising with the co‑operative’s legal counsel and coordinating legal matters as directed by the Board.
Maintaining the co‑operative’s minute book, corporate records,
and other required documentation.
Ensuring that audited financial statements and required reports,
notices, and filings are submitted to applicable government and regulatory authorities within prescribed timelines.
Ensuring that the co‑operative operates in accordance with applicable program requirements, the provincial Co‑operative
Act, privacy legislation, and other laws and regulations affecting the co‑operative.
Assisting the Board of Directors with eviction hearings and working with legal counsel to obtain writs of possession, were necessary.
Working with legal counsel on other legal proceedings and matters arising from the operation and administration of the co‑
operative.
Maintaining effective working relationships with federal,
provincial and municipal housing agencies.
Liaising, as required, with municipal and community agencies,
including police, fire services, utility providers, and other relevant authorities.
Identifying and reporting legal, regulatory, and operational issues to the Board in a timely manner.
Providing the Board with appropriate information and recommendations regarding legal and compliance matters such as they arise.
E. BOARD & GOVERNANCE SUPPORT
The Manager is responsible for providing professional administrative and operational support to the Board of Directors and for contributing to effective governance of the co‑operative.
The Manager is responsible for:
Providing the Board with accurate, timely, and clearly presented information and professional advice required to support informed decision‑making.
Ensuring that Board meetings are properly planned, organized,
and supported.
Preparing relevant reports, documentation, and information for
Board consideration.
Ensuring that accurate records and minutes of Board meetings are maintained.
Supporting the implementation of Board‑approved decisions,
policies, and directives.
Coordinating an annual Board planning session.
Promoting effective two‑way communication between the
Board of Directors and membership.
Working collaboratively with the Board to ensure that members receive clear, accurate, and timely information regarding the co‑operative, its operations, policies, and membership responsibilities.
Supporting a positive culture of accountability, transparency,
respect, and effective communication within the co‑operative.
3. STAFF & OPERATIONAL SUPERVISION
The Manager is responsible for the hiring, direction, coordination,
and supervision of co‑operative staff within the authority delegated by the Board of Directors.
The Manager will
Supervise the Co‑operative Administrative Assistant,
Maintenance Worker, Bookkeeper, and other staff as applicable.
Assign and coordinate work responsibilities to ensure effective day‑to‑day operations.
Monitor staff performance and ensure that assigned responsibilities are completed appropriately and within established timelines.
Provide directions, support, and guidance to staff as required.
Coordinate the work of contractors, tradespeople, consultants,
and external service providers.
Ensure that staff and contractors perform their responsibilities in accordance with applicable policies, procedures, legislation,
and qualified standards.
Promote a qualified, respectful, safe, and productive working environment.
4. PROFESSIONAL EXPECTATIONS
The Housing Co‑operative Manager is expected to:
Exercise sounds like professional judgment and discretion.
Maintain strict confidentiality regarding member, financial,
personnel, and corporate information.
Demonstrate strong organizational and time‑management skills.
Manage multiple priorities effectively and meet established deadlines.
Communicate professionally and respectfully with Board members, co‑operative members, staff, contractors, government representatives, and external stakeholders.
Maintain accurate and well‑organized records.
Identify operational, financial, property, and compliance issues proactively and bring significant matters to the attention of the
Board.
Conduct all responsibilities in a manner consistent with the co‑operative’s by‑laws, policies, values, and approved direction of the Board of Directors.
5. WORKING CONDITIONS
This is a 28‑hour‑per‑week management position.
The Manager is expected to maintain a schedule that supports the operational requirements of the co‑operative. Some evening work may be required to attend Board meetings, member meetings,
planning sessions, or other co‑operative activities.
The position requires the ability to manage a diverse range of responsibilities involving financial administration, property management, staff supervision, regulatory compliance, Board support, member relations, and general building operations.
6. ACCOUNTABILITY
The Housing Co‑operative Manager reports directly to the Board of
Directors and is accountable for carrying out the responsibilities of the position within the authority delegated by the Board.
The Manager is expected to maintain regular communication with the Board and promptly report significant financial, operational,
property, legal, compliance, occupancy, or member-related matters requiring Board awareness or direction.
The Manager is also expected to keep the co‑operative informed of developments within the broader co‑operative housing sector and to maintain appropriate professional relationships with relevant housing organizations, agencies, and service providers
