POSITION SUMMARY:

Reporting to and under the direction of the Patrol Supervisor, the Equipment Operator II is responsible for operating several types of equipment and performing a variety of tasks related to the operation and maintenance of the County Roads Systems, while adhering to the core values and code of conduct of the United Counties of Leeds and Grenville.

QUALIFICATIONS:

Education, Certification & Licenses

- Grade 12 Diploma or equivalent.
- Valid Class D-Z Driver’s Licence in good standing.

Experience

- Minimum of three (3) years of progressive experience in the operation of heavy trucks and other related road maintenance equipment.

Knowledge, Skills, Abilities & Competencies

- Mechanical aptitude to perform a wide variety of tasks relating to equipment maintenance, operation, and repair.
- Working knowledge of road construction and maintenance techniques.
- Working knowledge of the Minimum Maintenance Standards (MMS) for Municipal Highways and related Standard Operating Procedures (SOPs).
- Attention to detail is an essential part of the job.
- Ability to perform tasks involving heavy physical labour.

SUMMARY OF POSITION RESPONSIBILITIES: Activity 1: Core Maintenance & Construction (approximately 40%)

- Perform general road maintenance duties including patrolling, pothole patching, road edge restoration and reinstatement, and grading shoulders.
- Replace, repair, and maintain driveway and road cross-culverts, including the operation of machinery such as backhoes and dump trucks, as well as manual tasks like shovelling, raking, packing, and landscaping.
- Manage temporary traffic protection, repair guiderails, and set up road detours in accordance with safety standards.
- Perform ditching, washout and erosion repair, and related prevention measures.




- Provide contractor oversight and inspection for small projects to ensure work meets County standards.
- Work alongside contracted services during specialized tasks such as catch basin cleaning, street sweeping, and tree maintenance and removal.

Activity 2: Seasonal Activities (approximately 50%)

Winter Operations:

- Operate a 6-ton minimum dump truck equipped with a snow plow, wing, and sander/salter unit during winter months.
- Plow and apply salt or sand to the County road network in compliance with the Minimum Maintenance Standards (MMS).
- Perform routine winter fleet maintenance, including washing, greasing, and changing plow and wing steel.
- Steam culverts to explicit ice blockages, stockpile winter materials in storage buildings, and install snow fencing to reduce drifting.

Summer Operations:

- Mow ditches and road shoulders using a tractor and mower unit.
- Perform vegetation management, including weed trimming around signs and guiderails, cutting and trimming trees, and clearing brush from rights-of-way to maintain sight lines.
- Safely operate equipment such as diesel-powered chippers and gas-powered chainsaws.

Year-Round Duties:

- Install and maintain regulatory and warning signs as required to meet regulatory specifications.
- Remove debris from the County right-of-way, including garbage, items lost from unsecured loads, and animal carcasses.
- Provide 24/7 emergency response to roadway accidents, incidents, and urgent infrastructure failures as required.

Activity 3: Administration & Shop Maintenance (approximately 10%)

- Complete necessary paperwork and digital records to document deficiencies, work performed, and repairs completed, ensuring compliance with MMS.




- Perform and document winter and summer patrols as requested by the Patrol Supervisor to meet maintenance standards.
- Utilize various public works software (e.g., PSD/Citywide, Microsoft Outlook, UKG) to perform assigned administrative tasks.
- Perform general shop maintenance duties, including sweeping, cleaning, conducting safety inspections, and making minor repairs to maintain a safe and orderly work environment.
- Adhere to all applicable Provincial and Municipal Acts, by-laws, and the operational policies of the United Counties of Leeds and Grenville.
