The City of Brandon is seeking an experienced HR Generalist to join our Human Resources team. This is an opportunity to work alongside leaders and employees across a diverse municipal organization, supporting critical services including emergency response, public works, transportation, and corporate support.

With approximately 600 employees, the majority represented by one of five collective agreements, this is a role for an HR professional who is comfortable with complexity, enjoys solving problems, and knows how to build trusted relationships.

About the Role:

As an HR Generalist, you will provide dedicated HR support to assigned business units, serving as a trusted advisor on a broad range of human resources matters. You will provide strategic consulting and practical support in recruitment, selection, retention, employee relations, labour relations, workforce planning, and employee development.

Your Impact will Include:

Recruitment & Workforce Planning

- Partner with business units on recruitment and selection strategies,



including assessment tools, testing, interviews, hiring requirements, and reference checks.
- Analyze workforce needs, monitor trends, and develop proactive recruitment, selection, and retention strategies.
- Support internal staffing processes in accordance with applicable collective agreements, including recruitment, recall, and layoff provisions.
- Support corporate initiatives related to accessibility, representative workforce, and employer branding.
- Assist with identifying training and organizational development needs.

Employee & Labour Relations

- Interpret collective agreements, employment law, legislation, City policies, and past practices to provide advice and recommendations.
- Coach and guide supervisors and managers through a wide range of employee relations matters.
- Support union-management relations, including contract interpretation, discipline, and grievance handling.
- Conduct interviews and investigations and prepare reports on findings.
- Support Respectful Workplace and Human Rights investigations, issue resolution, and related processes.
- Identify suitable employment opportunities for displaced employees requiring accommodation.
- Administer WCB and LTD processes and facilitate Early and Safe Return to Work programs.
- Advise the Human Resources Officer on corporate issues and participate in their resolution.
- Maintain employee records within the City's HRIS.

Employee Development & Organizational Support

- Develop and deliver orientation, HR training, initiatives, and programs.
- Monitor trends and implement initiatives that maximize human resource potential.
- Educate employees on benefits, engagement, culture, accessibility, and related HR topics.
- Provide guidance on performance management.
- Support special HR projects and corporate initiatives.




- Listen to workplace concerns and coach employees in effective problem-solving and coping techniques.

What you bring to the role:

You are an experienced HR professional who can navigate complex workplace situations, build strong relationships, and provide thoughtful, practical advice. You are comfortable balancing multiple priorities, working independently, and partnering with leaders and employees across an organization.

- Grade 12, G.E.D., C.A.E.C., or Mature High School Diploma.
- Post-Secondary Certification in Human Resource Management or Business Administration Diploma with HR Specialization.
- Minimum of five (5) years of progressive HR experience in a unionized setting.
- Valid Class 5 Province of Manitoba Driver's Licence and access to a personal vehicle.
- CPHR designation is considered an asset.
- The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.

- Status: Full-time, up to 19-month term
- Hours: 36.25 hours per week
- Rate of Pay: $88,456.88 annually (2026 Rate)
- Job Family: Out of Scope
- Pay Type: Hourly

This position is not part of a collective agreement and is open to all interested parties. Should the incumbent not return to the position, this term may become permanent. The City of Brandon reserves the right to underfill this position.
