Housing Northwest Territories (Housing NWT) is seeking a Program Development Specialist to join Programs and District Operations in Yellowknife on a 1-year term.

This role helps shape and improve homeownership and rental housing programs delivered across the Northwest Territories. You will combine research, program and policy development, evaluation and training to help ensure housing programs respond to community needs and can be delivered consistently and effectively.

About the Role

Reporting to the Manager, Program Development, you will research and develop housing programs, create policies and operational tools, monitor program performance and provide advice and training to District Offices and community delivery agents. The role works with Local Housing Organizations, Indigenous organizations, community governments and other partners and includes regular travel throughout the NWT.

Key Responsibilities

- Research, develop and evaluate homeownership and rental housing programs, policies and guidelines.
- Consult with District Offices, Local Housing Organizations, Indigenous organizations,



community governments and other partners on program development and delivery.
- Develop program manuals, procedures, forms, agreements and other tools to support consistent program delivery.
- Design and deliver training, workshops and educational materials for District staff and community delivery agents.
- Monitor program performance, data quality and compliance and recommend improvements to policies and delivery practices.
- Provide advice and support to District Offices on program implementation, community consultations and complex delivery issues.

Qualifications

Typically, the above qualifications would be attained by:

- A degree in Social Sciences or Business Administration, combined with two years of relevant work experience in program development.
- Equivalent combinations of education and experience will be considered.
