Position Title: Clinical Business Analyst – Patient Access (Registration & Scheduling)
Location: New Brunswick (Remote)
Mode: Contract
Client: Government of New Brunswick – Department of Health
Role Summary The Clinical Business Analyst will work closely with clinical stakeholders, Subject Matter Experts (SMEs), project teams, and other members of the CIS Program to gather and define business and system requirements and develop clinical standards for province-wide adoption.
The successful candidate will provide subject matter expertise on the impact of CIS implementation and clinical process digitization on workflows, content, procedures, and healthcare operations, particularly within Patient Access, Registration, and Scheduling.
Key Responsibilities
- Gather, analyze, validate, and document business and system requirements related to Patient Access, Registration, and Scheduling.
- Conduct detailed business process and gap analysis to identify opportunities for standardization and improvement.
- Facilitate workshops, engagement sessions, and working sessions with healthcare providers, clinical SMEs, business stakeholders, and technical teams.
- Develop detailed business analysis, process, workflow, use case, and solution design documentation.
- Collaborate with clinical experts to gather input and develop, refine, and validate province-wide clinical standards.
- Build, configure, validate, and test clinical content within the CIS.
- Support the development and implementation of standardized workflows, order sets, documentation templates, and related clinical content.
- Analyze the impact of CIS implementation and digitization on clinical workflows, procedures, and healthcare operations.
- Develop user stories, use cases, process models, and other requirements documentation as required.
- Collaborate with project teams to ensure business, clinical, and information technology requirements remain aligned.
- Support solution development, deployment, implementation, and operational activities.
- Develop and maintain user guides, training materials, workflows, and other documentation required for successful adoption.
- Participate in testing, validation, defect identification, and resolution activities.
- Support stakeholder communication and engagement activities throughout the clinical standardization and CIS implementation lifecycle.
- Monitor implemented solutions and recommend improvements to ensure project objectives are achieved.
- Maintain strong working relationships with healthcare providers, SMEs, business stakeholders, project teams, and other lines of business.
- Manage multiple project streams and steady-state activities as required.
- Support after-hours and weekend activities when required and approved in advance.
Key Deliverables The successful candidate will be responsible for:
1. Reviewing and analyzing existing business requirements.
2. Collaborating with clinical experts to gather and validate requirements and clinical insights.
3. Designing and facilitating sessions to validate existing requirements and identify current business and IT requirements.
4. Performing comprehensive gap and business process analysis.
5. Developing detailed process, workflow, use case, and solution documentation.
6. Developing user guides and training materials to support adoption of clinical standards.
7. Analyzing business and client requirements to support clinical standardization initiatives.
8. Recommending and implementing solutions aligned with defined business and clinical objectives.
9. Building, validating, and testing clinical content within the CIS.
10. Supporting project teams through implementation and deployment activities.
11. Developing and supporting stakeholder communication and engagement plans.
12. Maintaining documentation throughout the project lifecycle.
Mandatory Qualifications
Education
- University degree in Healthcare, Business Administration, Information Technology, or an equivalent combination of applicable education and experience.
Required Experience
- 5+ years of experience as a Clinical Business Analyst, Clinical Informatics Analyst, or equivalent, specifically supporting Patient Access, Registration, and Scheduling.
- Demonstrated experience with requirements gathering, workshop facilitation, use case analysis, business process analysis, detailed design, and business analysis documentation.
- 5+ years of experience working with acute-care Health Information Systems (EHR/CIS) and healthcare operations related to Patient Access, Registration, and Scheduling.
- 3+ years of experience working as a Business Analyst or Clinical Informatics Analyst on Health Information System/CIS implementation projects.
- Demonstrated experience working directly with healthcare operations and EHR/CIS implementations involving Patient Access, Registration, and Scheduling within a Canadian acute-care healthcare environment.
- Experience delivering projects of similar scale and complexity to the New Brunswick CIS initiative.
Desirable Skills and Experience
- 6+ years of experience as a Clinical Business Analyst supporting Patient Access, Registration, and Scheduling requirements, including work involving one or more of:
- Computerized Provider Order Entry (CPOE)
- Order Sets
- Clinical Documentation
- Pharmacy
- Medical Imaging
- Laboratory / Ancillary Services
- Strong verbal and written communication, facilitation, and presentation skills in English and French.
- 3+ years of experience facilitating workshops with healthcare providers to identify and articulate business and system requirements and develop user stories or use cases.
- 5+ years of experience working with a high degree of self-direction and collaborating effectively with project teams, SMEs, and stakeholders at various organizational levels.
- 5+ years of experience managing multiple activities, teams, and project streams simultaneously.
- 5+ years of experience with Microsoft Office 365, including:(Excel, Word, PowerPoint, Visio, Outlook, Teams)
- Experience using Atlassian JIRA within project environments.
- Previous experience working within public health authorities, with an understanding of public healthcare policies, practices, and operating environments.
