Senior TMO (Transformation Management Office) Practices Lead to implement end-to-end improvements using PMI, SAFe, and Lean Portfolio Management

Join a large-scale transformation initiative focused on modernizing project management and governance practices within a complex public sector environment. This role drives process improvements across PMI-based delivery and SAFe practices, including Lean Portfolio Management, while integrating AI-enabled efficiencies into TMO operations. The engagement includes high visibility across project, portfolio, finance, procurement, and executive stakeholders, with responsibility for roadmap execution, governance improvements, and adoption tracking.

12 month contract to start, remote but must be in BC for occasional onsite visits.

Must Haves

7 or more years in project, program or portfolio delivery roles, including at least 5 years in a PMO, TMO or Portfolio Office in a senior analyst or lead capacity.

Demonstrated experience improving or maturing Project Management processes end to end: problem definition, process and artifact design, validation, pilot, training, embedding and adoption tracking.

Hands‑on delivery within a

SAFe workplace, including

Lean Portfolio Management practices

Experience in a hybrid environment where traditional stage gate delivery and agile delivery coexist, and in reconciling the two in governance and reporting.

Process improvement and governance design across

PMI and agile delivery environments

Experience with project financial processes: budget, forecast, actuals, variance analysis and labour cost allocation.

Proficiency with

Power BI ,

Power Automate , SharePoint Lists, Excel (advanced), and Teams

Bachelor's degree or diploma in Business, Information Systems, or a related field with PMP or equivalent certification and SAFe certification

Nice to Have

Experience using generative AI tools such as Microsoft Copilot for business documentation, analysis, and reporting

Experience in transportation, utilities, public sector, IT,



financial services, or similar regulated organizations

Familiarity with Jira, Planview, or Microsoft Project

Responsibilities

Lead end-to-end delivery of approved TMO process improvements from problem definition through adoption

Define target processes, operating models, templates, procedures, RACI, controls, and dashboards

Validate improvements with project teams and sponsors through pilots and proofs of conceptIntegrate AI capabilities into TMO processes using Microsoft 365, Copilot, SharePoint, Power BI, Power Automate, and PPM tooling

Support the design of hybrid governance models combining PMI stage gate delivery and SAFe Lean Portfolio Management practices

Drive roadmap workstreams, track risks and dependencies, and escalation decisions to leadership

Develop knowledge transfer materials, training content, and handover documentation for the TMO team
