The City of Brooks requires one (1) Utility Foreman, in the Utilities Services Department. This is a full time permanent and union position.

SUMMARY OF FUNCTION

This position is responsible for ensuring that a safe and adequate supply of potable water is available at all times. The Utility Foreman is also responsible for the proper operation of the water distribution system, the wastewater collection and treatment system, the storm water system and irrigation system (utility systems). The Utility Foreman operates machinery, equipment and vehicles as required.

EDUCATION AND EXPERIENCE REQUIREMENTS

1. Plans, co-ordinates and supervises the operational activities for all water distribution, irrigation, waste water and storm water handling and treatment services;

2. Prepares shift and standby schedules;
3. Supervises, trains and directs (as necessary) subordinate staff within approved personnel policies, safety procedures and safe work practices, collective agreement and budget and as directed by the Works & Utilities Manager;
4. Environment Canada are accurate and complete;
5. Acts as the main contact for Alberta Health Authority and Alberta Environment and Sustainable Resource Development;

6. Advises the Manager of Works and Utilities on changes required to improve the quality, efficiency and/or the water and waste water operations generally;

7. Assists in the preparation of annual operational and capital budgets.



Controls spending within approved policies and budget;
8. Prepares reports and recommendations for the Manager and for governmental authorities;

9. Ensures that a safe and adequate supply of potable water is available at all times;
10. Ensures that the utility systems are operated according to design specifications and approved procedures;

11. Ensures that the utility systems operations comply with all approved standards, permits and licensing requirements;
12. Ensures that all fire hydrants are operational and properly maintained.

Advises the Fire Chief of all fire hydrants that are out-of-service. Provides such advice at least twenty-four hours in advance of planned maintenance activities and as soon as practical when emergency repairs are required;

13. Performs maintenance activities on traffic signals and street lights, as required;
14. Performs maintenance activities regarding airport fuel and instrumentation, as required;
15. Responds to alarms, after hour call backs and emergencies as assigned.

Takes rotation on standby roster and works weekend shifts as assigned;

16. Assists with assignments outside of immediate area of responsibility as directed;
17. Responds to public inquiries and complaints according to approved procedures;

18. Ensures that operations are conducted safely;
19. Ensures that an appropriate inventory of supplies, chemicals and repair parts are on-hand;
20. Purchases supplies, chemicals and repair parts according to approved procedures;

21. Ensures that records are maintained according to approved standards;
22. Ensures that buildings, grounds, equipment and vehicles are maintained in proper condition. Implements preventative maintenance schedules as required;

23. Operates all water distribution, waste water and storm water facilities and equipment, conducts tests, monitors water distribution,



waste water and storm water quality and administers chemicals as appropriate;

24. Ensures that money received through the bulk water stand pipe systems is kept safe and processed according to approved procedures. Ensures that bulk water stand pipe system meters are accurately read and the readings are forwarded for billing purposes according to approved procedures;

25. In addition to the planning, co-ordination and supervision responsibilities, the Utility Foreman performs the duties and assumes the responsibilities of subordinate positions as required;

26. Maintains the highest level of full certification required for the City; and
27. Performs other related duties as assigned.

EDUCATION AND EXPERIENCE

1. Completion of a High School Diploma or equivalent;

2. Minimum of five (5) to ten (10) years of experience in a similar setting;
3. Minimum of three (3) to five (5) years of supervisory experience;
4. Possesses full certification in all of the disciplines that apply for the City of Brooks

(Water Distribution, Wastewater Collection, Wastewater Treatment, Storm Water Distribution);

5. An equivalent combination of education and experience may be considered;
6. Valid Class 3 Driver's Licence with Q endorsement;
7. Clean driver's abstract;
8. Standard First Aid;

9. Ground Disturbance;
10. Confined Space;
11. Fall Protection;
12. Equipotential Bonding Certificate;
13. H2S Certification;
14. Strong mathematical abilities;

15. Advanced Excel skills and proficiency in Microsoft Office;
16. Strong public relations, verbal and written communication skills;
17. Water Operator's certificate program;
18. Willingness to complete basic safety training;

19. Ability to understand the chemical and mechanical processes involved in water distribution, waste water and storm water collection and treatment;

20. Ability to operate computer systems related to water and waste water operations;
21. Ability to plan, prioritize and manage own workload including the ability to tolerate frequent interruptions and still meet deadlines;
22. Attention to detail and strong prioritizing and multi-tasking skills;
23. Mechanical aptitude and problem-solving skills;
24. Subject to a criminal record check.
