Job Summary You will oversee all safety, compliance, and driver qualification processes for cross‑border operations. The ideal candidate has hands‑on experience with Canadian provincial safety ratings (CVOR, SFC) and deep knowledge of U.S. federal hiring and compliance mandates. Core Responsibilities Recruitment & Driver Qualification (Canada & U.S.) Manage full-cycle onboarding for AZ/Class 1 drivers, ensuring compliance with insurer and company risk standards. Build, maintain, and audit U.S. Driver Qualification Files (DQF) in accordance with FMCSA Title 49 CFR, including 10-year employment verifications and annual MVRs. Maintain Canadian NSC driver files per NSC Standard 2, including CDA updates and medical renewals. Oversee FMCSA Clearinghouse pre-employment full queries and annual limited queries. Drug & Alcohol Program Management Administer DOT‑mandated random drug & alcohol testing pools for cross‑border drivers. Implement Canadian workplace drug & alcohol policies aligned with human rights and labor laws. Hours of Service (HOS) & ELD Compliance Audit ELD data to ensure seamless transitions between Canadian (13‑hour driving / 14‑hour on‑duty) and U.S. (11‑hour driving / 14‑hour window) rules. Identify violations, unassigned driving time,
and missing logs; conduct coaching sessions to correct recurring issues. Border & Customs Compliance Train and monitor drivers on U.S. CBP cabotage regulations to prevent unauthorized domestic freight movement. Maintain driver credentials for RAPID, C‑TPAT, and PIP security programs. Expected Experience & Qualifications Required 3–5 years of safety & compliance experience within a Canadian cross‑border trucking workplace. Strong working knowledge of FMCSA (49 CFR) and National Safety Code (NSC) standards. Proficiency with FMCSA Clearinghouse, provincial carrier portals, and major ELD platforms (Isaac, Samsara, Motive). Preferred certifications: CFSD, NATMI, or equivalent transportation safety diplomas. Core Skills Audit‑Ready Mindset: Proven ability to pass DOT and Provincial Facility Audits with zero critical infractions.
