About Paid Leave Division
Paid Leave is a new program that officially launched in Minnesota on January 1, 2026. The program provides partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child.
We have built a program that is easy for every Minnesotan to use. We have engaged the people who depend on us-workers, employers, caregivers, and insurers-to learn from them and build the program around their needs. We use modern service delivery and product practices to deliver the program.
The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans. It is a start‑up environment without legacy systems or preconceived ways of working, so we have a unique opportunity to create human‑centric processes and systems to deliver this new benefit to Minnesotans.
This position is responsible for the design, development, implementation, and evaluation of moderately complex learning solution for the Paid Leave Program that improves individual performance and contributes to overall program success in delivering accurate, timely, and equitable services to Minnesotans. This role advances operational readiness, policy compliance, and customer service excellence by producing engaging and effective learning content that strengthens knowledge, skills, and abilities.
Key Responsibilities
Design and Develop Learning Solutions
Collaborate with subject matter experts to design and develop learning solutions by translating complex policies and procedures into clear actionable learning content.
Develop interactive learning solutions and assessments in multiple modalities including eLearning, instructor-led, virtual instructor led, media, simulations, and guidance documents using a variety of tools.
Support the design, development and implementation of learning paths, program curriculums, competency-based learning solutions, and leadership development programs.
Learning Delivery
Support the delivery of learning experiences including operational logistics.
Co‑facilitate engaging virtual and in‑person learning by applying adult learning facilitation techniques.
Deliver guidance, communication, demonstrations, and content reinforcement to support operational readiness and accurate program executions.
Learning Evaluation
Recommend updates to improve learning experiences.
Analyze data to identify gaps and opportunities to improve learning content, delivery, and engagement.
Support data collection of enrollment, attendance, completion, learner feedback and engagement metrics.
This position will be based out of the St. Paul office.
This position is telework eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.

Minimum Qualifications
Two (2) years* of experience designing and delivering scalable learning solutions that align with business goals and drive employee performance.
Bachelor's degree in Human Resources, Public or Business Administration, Education, or other closely related field as determined by the agency may substitute one (1) year of experience.
Applicants that meet the above minimum qualification will be further evaluated on the following:
Experience applying adult learning theory and instructional design principles.
Experience designing, developing, and delivering accessible learning solutions using a variety of tools across multiple modalities.
Preferred Qualifications
Experience facilitating in‑person and virtual learning and coordinating logistics.
Experience evaluating learning effectiveness and performance measures.
Experience managing multiple projects in a fast‑paced environment.
Experience working in local, county, and/or state government.
