Job Description
The Sr. Project Manager, CPX Bidding owns construction scope alignment within bids and ensures execution-ready commercial commitments. Accountable for construction cost position, risk visibility, and overall bid execution readiness. This role is responsible for identifying, documenting, and quantifying contractual risks and opportunities, and for aligning construction cost estimates with the project schedule.

For non-standard contract terms, the Sr. Project Manager, CPX Bidding develops cost impacts associated with deviations. These include, but are not limited to, extended site duration, freewheeling, and vertical storage. The role leads cross-functional coordination to obtain supporting estimates, including securing third-party vendor quotes through procurement for EPC, erection/installation, balance of plant, and external maintenance scopes.

Responsibilities

Oversee the bid process, coordinating contributions and keeping teams aligned with timelines and milestones.

Own proposal development, ensuring submissions are complete, clear, and compliant.

Manage customer communications during the bid phase, including RFIs and clarifications.

Align Sales, Engineering, Procurement, and Construction with a consistent bid approach.

Provide clear recommendations and escalation points to leadership to support bid decisions and approvals.

Prepare and validate construction cost estimates.

Assess cost and schedule impacts from contract negotiations.

Identify, evaluate, and quantify contract risks and deviations from standards.

Clearly communicate assumptions, risks, and cost drivers for leadership approval

Technical & Execution Feasibility

Validate key assumptions (logistics, installation, site conditions) with internal teams.

Perform site due diligence and identify constructability risks.

Develop high-level quantities and cost inputs (BOMs / takeoffs)

Support definition of construction approach and schedule assumptions.

Support handover to execution teams, including scope, budget, and risk alignment.

Document assumptions and commercial qualifications clearly.

Capture lessons learned and improve future bid approaches.

Qualifications

Bachelor's degree in engineering, Construction Management, Project Management, or related field

Minimum 10 years of field-based construction management experience on heavy civil, utility, power,



orindustrial projects exceeding $50M; or 5+ years of bid management, estimating, and subcontract negotiationexperience on EPC wind, heavy civil, utility, or industrial self-perform projects (and financial evaluationexperience)

Advanced knowledge of:

Wind energy construction market, estimating strategies, cost control, and scheduling OR

Supply chain, transportation, financial modeling, and project contracts.

Demonstrated experience using electronic estimating software effectively.

Familiarity with standard construction industry concepts, practices, and procedures

Proficiency with Word, PowerPoint, and Primavera (or similar scheduling software), plus advanced Excelskills

Demonstrated experience managing or coordinating internal staff, engineering resources, estimators, procurement activities, and construction contractorspersonnel, procurement, and construction contractors.

Ability to present recommendations and support documentation to executive management to secureapprovals; defend positions with cross-functional executives and directors.

Ability to maintain accuracy and speed while handling a busy workload.

Knowledge of the principles and practices of management, supervision, and administration

Persuasive communication skills, with the ability to engage technical and non-technical stakeholders andpresent defensible positions to leadership.

Demonstrated ability to coordinate and align cross-functional teams across Sales, Engineering,

Transportation, Supply Chain, Procurement, and Construction

Ability to manage competing priorities and operate effectively in a deadline-driven bid environment.

Consistently delivers high-quality work with accuracy and attention to detail.

Proficiency in Microsoft Office tools, including advanced Excel capabilities.

Speaks both English and French and effectively manages customer engagement and contract conversations,including Quebec-based clients.

Based in Quebec. Familiar with regional market and stakeholders.
