Job Description
Insight Global is looking for a Senior Program Manager / Senior Project Manager to lead a new enterprise blockchain initiative within the Capital Markets technology organization of a major Canadian financial institution.

This individual will own the program from initial business case development through planning, funding, team formation, and end-to-end delivery.

The successful candidate will coordinate with executives and stakeholders across multiple lines of business, establish program governance and financials, and lead business and technology teams through the delivery of this highly visible enterprise initiative.
RESPONSIBILITIES / TASKS
• Lead the end-to-end planning and delivery of an enterprise blockchain initiative.
• Partner with stakeholders across multiple lines of business to identify business requirements, data sources, reporting needs, dependencies, and program priorities.
• Develop the program business case, including scope, benefits, budget requirements, resource forecasts, and delivery approach.
• Prepare and present program updates, risks, decisions, financials, and funding requests to executive stakeholders and steering committees.
• Establish program governance, delivery plans, milestones, dependencies, risk management processes, and executive reporting.
• Coordinate business and technology teams responsible for solution design, data aggregation, validation, integration, and reporting.
• Manage program budgets, financial forecasts, resource plans, and ongoing funding requirements.
• Help establish and expand the program team as funding and delivery plans are approved.

Skills and Requirements
• 10+ years of project or program management experience within banking or financial services.
• Demonstrated experience leading complex, enterprise-wide technology initiatives involving multiple lines of business.
• Experience developing business cases, establishing program budgets, forecasting resources, and securing funding.
• Strong program financial management experience, including budgeting, forecasting, resource planning, and financial reporting.
• Proven ability to communicate with executives, facilitate steering committee discussions, and present complex information clearly.
• Experience coordinating business and technology teams across the end-to-end program lifecycle.
• Experience delivering projects in Waterfall and hybrid Waterfall/Agile environments.
• Strong understanding of program governance, dependency management, risk management, and end-to-end delivery.
• Project Management Professional certification. • Experience with blockchain, cryptocurrency, data aggregation, or bank-wide reporting programs.
• Experience building or expanding a new program team.
• Agile delivery experience.
• Certified Scrum

Master or Professional Scrum Master certification.
• Experience delivering current technology programs within a Capital Markets environment.
