Surrey Police Service (SPS) is Surrey’s new municipalpolice agency.On November 29, 2024, SPS became the police ofjurisdiction, andassumed responsibility and command forpolicing andlaw enforcement in SurreySPS is working to redefine policing withinnovative new approaches and community-based solutions.It’s an excitingtime as SPS continues to expand our team with talented people who want to helpshape the future of policing in Surrey. To date we have hired over 615 policeofficers and 500 civilian support staff. As we continue to hire exceptionalindividuals, SPS will grow to be one of the largest independent police servicesin Canada. Throughout their career, Constables will have opportunitiesto serve in more than one SPS Bureau. SPS is currently hiring Constables tojoin the Community Policing Bureau. Within the Community Policing Bureau, the CellsConstable will be assigned to serve a specified term with the DetentionServices Section, Cell Management Unit (see Conditions of Employment below).
Constables in the Community Policing Bureau fill a criticalfront-line role, enabling public safety at the community level. TheseConstables work in daily partnership with local communities, stakeholders, SPSteam members, and other policing agencies (including Integrated Teams) topromote public safety, community engagement, and community well being tosupport the quality of life for citizens.
This role carries legal powers to enable the maintenance oflaw and order and carries responsibility for making decisions in accordancewith theBC Police Act, exercising professional discretion, asappropriate to the role, in line with legal frameworks, and SPS policingguidelines.
Constables are required to meet and maintain the highestprofessional standards required of their role, by conducting all actions in alegal, ethical, and justifiable manner to uphold the law and achieve the bestoutcomes in a wide range of situations/incidents.

They have a strong work ethic and arecommitted to a community-based policing model that looks beyond immediateissues and searches for realistic longer-term answers to complex community andsocial issues and emerging risks and trends.
Employment Status Regular Full-Time
Provide initial and ongoing frontline response to a widerange of incidents that may include complex and confrontational situations,assessing immediate risk, threat, and harm to determine a proportionateresponse in line with the law, policy, and guidance.
Take a lead role in establishing effective localizedpartnerships to problem solve, engage with, reassure, and supportorganizations, groups,
and individuals in line with the SPS’s values, mission,and vision.
Effectively engage with victims, witnesses, suspects, andthe vulnerable to provide initial support, direction towards relevant services,establish relationships, and gather information that supports greater publicsafety in accordance with equality, diversity, and human rights considerations.
Maintain awareness of potential and actual risks toindividuals, taking appropriate action to protect and support those in need ofpublic protection.
Conduct effective and efficient priority and high-volumeinvestigations as requested in line with standards of investigation to informthe development of case files and initiation of criminal justice proceedings.
Responsibilities Gather and handle information, intelligence, and evidence,from a variety of sources, in line with legislation, policies and guidance,taking the appropriate action to support investigations, law enforcement, andcriminal justice proceedings.
Conduct first line analysis of information, intelligence,and evidence to determine significance, generate lines of enquiry, informdecision making and support evidence-based policing.
Identify opportunities for and support the exploration ofnew ways of operating and applying critical thinking and problem-solvingmethodologies to identify solutions to problems in line with evidence-basedpractices within area of work.
Understands and supports the Bureau’s priorities andopportunities while working toward the long-range visions of the SPS.
Supports and fosters a respectful and inclusive workplace.
Qualifications Currently a serving police officer in Canada with exemplary policeservice and in good standing.
A minimum of one year policing experience after graduation from adesignated police academy.
As per the BCPPS, retiredpolice officers with less then three (3) years into retirement areeligible to apply (providing they had successfully completed the requiredpolice training from a recognized police academy, as noted above.
Up to date and current onall mandatory force options training requirements with their currentpolice department.
Progressive education in arelated field or equivalent work experience, supplemented bycertifications and training demonstrating a track record of continuousdevelopment.
Community PolicingExperience, including:
Policing experience ina frontline role
Experience ininteraction with diverse communities.
Understanding of PoliceAct and BC policing regulations.
Strong communication skillswith the ability to set out information clearly, meeting the needs ofdifferent audiences.
Good teamwork skillsdemonstrating awareness of individual differences.
Strong ethics and ademonstrated history of professionalism.
Able to proactively developeffective working relationships with the community, colleagues, and otherstakeholders, understanding their needs and concerns.
Able to manage conflict anddefuse difficult situations.
Able to review and reflecton own performance objectively and to take steps to maintain and enhancecompetence and professional standards appropriate to the role.
Skilled in the use ofstandard IT packages, systems, and/or databases to fulfil rolerequirements.
Demonstrated experience insupporting diversity, equity, and inclusion in the workplace.
Able to obtain and maintainthe required level of security clearance.
Thefollowing education is an asset:
Degree, graduate degree, or recent career development in arelated field.
This is anoperational role so the successful candidates must: Be able to work shifts (including extended workdays (12 hours) and rotating schedules 2 day/2 night 12-hourshift rotation),fully operational, and fit for duty. This includes but not limited to the following abilities and requirements:
Familiar with court processes including bailhearings.
Familiar with Intellibook and digitalfingerprinting
Search and assist with violent prisoners andoversight searches.
Working with community partners such as Roc Doc,Surrey Pre-trial, Surrey Sheriffs, CBSA and Crown Counsel
Processing and handling of exhibits and property
Preparing reports including police statements andrelease documentation
Working with other police agencies, integratedunits, and other specialty sections
Licensed and able to operate a Police vehicle and attend calls for service.
Qualified and able to use issued force options as and when required(i.e. baton, OC, firearm)
Trained and able to engage the public in a variety ofcircumstances, including physical contact if required.
Able to wear protective equipment, including body armour.
Conditionsof Employment Successful applicants must obtain and maintain the required levelof Security Clearance.
Successful applicants must provide proof of qualifications.
Successful applicants must complete 12 months of probation beforethey are eligible for lateral transfer or promotion.
Successful applicants will be given a 24- month commitment by theemployer to remain assigned to Cells, which may be extended upon mutualagreement. After this period, they may be reassigned to Frontline or anequivalent position within CPB.
Pleasenote: Substantive Corporals who are hired as Constables with SPS will be paidat 115% of SPS’s First Class Constable rate*, providing they have at leasteight years of policing service. They must pass the Sergeant exam and completeSPS Sergeant training modules to qualify as an Acting Sergeant and to beeligible for promotion.
* Thisposition is eligible for the 5% premium if they are a 1 st, ClassConstable.
