About the Position
Rotary and Mission Systems Canada – Lead, Industrial Development, Industrial and Technological Benefits The Industrial Development (ID) team at Rotary and Mission Systems Canada is seeking a senior ID team member to lead, manage, and supervise all Canadian Industrial and Technological Benefits (ITB) programs, projects, and initiatives, and be the primary Canadian point of contact for highly complex offset programs (Industrial and Technological Benefits–ITB/Industrial and Regional Benefits-IRB), for both execution phase and pursuit/capture phases.

Key Responsibilities:

Responsible for the management of all Canadian IRB/ITB offset programs and leading ID team members from Rotary and Mission Systems Canada based in the United States and Canada

Act as a key stakeholder in international capture teams to analyze Canadian ID regulations, requirements, and alignment of industrial expectations with Lockheed Martin's operational objectives

Conduct or coordinate initial industry assessments to determine the scope of capabilities in support of developing an industrial strategy

Compile reports on associated industrial, economic, and political factors in preparation for the capture phase. Identify potential strategic industrial partnerships or in-country investment opportunities that support offset credit solutions for capture and sales sustainment efforts

Coordinate and ensure Lockheed Martin resource commitments to support ID projects. Act as the primary point of contact with regional ID clients and regularly maintain contact with Lockheed Martin suppliers and other international companies

Work with diverse functional teams both within the Rotary and Mission Systems base and Global Business Development (GBD) and enterprise, as well as with individual program teams within each of Rotary and Mission Systems' business sectors, particularly to help increase the value of Canadian content in Rotary and Mission Systems programs

Lead ID agreement and ID project negotiations in Canada

Support engagements and interactions with ID organizations within Canada to understand applicable regulations and expectations

Work with and maintain ID agreements with Canadian ID clients

Implement ID program requirements that meet program schedule and budget commitments

Develop and maintain effective relationships with foreign regional ID governments and key industry players

What You Bring to the Role
Precise Job Description

Responsible for the cost, schedule, and technical performance of regional indirect ID projects and support for direct ID activities

Manage regional ID reporting, credit requests and allocations, support internal and external program reviews, provide ID progress reports, ensure ID commitments are implemented in accordance with relevant policies and procedures, and respond to offset-related audits, where applicable

Participate as a member of Lockheed Martin's in-country industrial development teams for the assigned country(ies) and ensure a One LM approach to ID activities

Lead Canadian ID financial processes and controls, cost management, financial planning, and financial risk management





Collaborate with supported program management teams, finance and commercial operations teams, and perform functions to optimize execution and financial management within the Rotary and Mission Systems ID organization

Submit quarterly contract cost and profit status report, review financial performance, and provide it to Rotary and Mission Systems senior management for Canada

Track Canadian orders, sales, profits, and cash related to international programs that involve offset obligations, as well as managing ID marketing support, bids and proposals, and overheads.

Additional Skills Desired for the Position

Experience in drafting ID proposals

Ability to develop and/or evaluate operational plans and financial risk analyses

Experience in managing ID programs/projects

Demonstrated communication and presentation skills

Ability to work in-country, both as part of a team and autonomously, under the guidance of senior members of the organization

Experience in managing SAP, Hyperion, Procure to Pay (P2P), PM Compass, ECE, and ECS systems

Develop and execute large-scale ID programs and projects.

Language Requirements in Quebec
Knowledge of the English language is necessary for this position so that the candidate can perform all of their duties. The position described in this job offer requires the candidate to communicate daily with a virtual team outside of Quebec. The candidate will also need to communicate with various members of the organization, clients, and suppliers located outside of Canada. For engineering positions, the candidate will also need to be able to read or modify technical documents from our main clients and write technical documents for these same clients.

$143,000 - $187,500
