THE OPPORTUNITY The UGDSB is seeking a dynamic individual to join our People, Leadership & Culture team for a permanent full-time opportunity in the capacity of Manager of Health and Safety.
Location: Guelph Board Office (500 Victoria Road North, Guelph, ON)
FTE and Hours: 1.0 FTE; 40 hours per week. Primarily day shift, with the flexibility to work evenings as required
Salary Range: $129,610 - $155,532 per year (wage rate effective September 1, 2025)
Start Date: To commence as soon as possible
Board Information: 12-month position; permanent; full time; Administrative Employees; Non-Union

Reporting to the Superintendent of People, Leadership & Culture, the Manager of Health and Safety is responsible for leading, developing, implementing, and continuously improving the Board's comprehensive health and safety management system. Through consultation, education, coaching, monitoring, and enforcement, this role ensures the health, safety, and well-being of staff, students, visitors, and contractors across all Board locations.
As the Board's subject matter expert on occupational health and safety, the Manager provides strategic leadership and advice to senior administration, school administrators, the Joint Health and Safety Committee (JHSC), employee groups, and external stakeholders.
The position ensures compliance with all applicable occupational health and safety legislation, regulations, standards, and codes while minimizing organizational risk and promoting a culture of safety.
The Manager oversees health and safety programs, emergency preparedness, violence prevention, injury prevention, risk management, incident investigations, and regulatory compliance activities across approximately 78 Board sites.
Responsibilities
Lead and manage the board's Health and Safety Management System to ensure compliance with all applicable legislation, regulations, standards, and board policies
Monitor changes to occupational health and safety legislation, codes, standards, and best practices, providing guidance and recommendations to senior administration and staff
Develop, implement, review, and deliver health and safety policies, procedures, programs, and training initiatives
Act as the board's primary resource and advisor on health and safety matters
Support and provide direction to the Joint Health and Safety Committee (JHSC)
Promote and reinforce the Internal Responsibility System throughout the organization
Oversee the board's incident reporting and investigation processes
Manage and monitor injury reporting compliance, corrective actions, and follow‑up activities
Conduct investigations into workplace incidents, critical injuries, unsafe work conditions, work refusals, and work stoppages
Analyze injury trends and identify opportunities for preventative initiatives and cost reduction strategies
Develop and implement system-wide corrective actions and injury prevention programs
Design, develop and deliver health and safety education programs
Liaise with government agencies and regulatory bodies
Provide leadership, coaching, mentoring, and performance oversight to the Health and Safety team
Foster a culture of accountability, engagement, collaboration, and continuous improvement related to health and safety
Other duties as assigned
Experience and Qualifications
University degree in Occupational Health and Safety, or a related discipline. An equivalent combination of education and experience may be considered
Canadian Registered Safety Professional (CRSP) or Certified Safety Professional (CSP) designation
Joint Health and Safety Committee (JHSC) Certification
Minimum 5-7 years of progressive health and safety experience
Minimum 2 years of supervisory or leadership experience
Experience in a large,
multi‑site, unionized environment
Experience developing and implementing health and safety policies, programs, and training
Experience in the education sector is considered an asset
Expert knowledge of the Occupational Health and Safety Act and associated regulations
Strong knowledge of the Fire Code, Building Code, and related standards
Demonstrated expertise in workplace investigations, hazard assessments, and risk management
Strong analytical and problem-solving capabilities with the ability to interpret complex legislation and data
Exceptional communication, presentation, facilitation, and report‑writing skills
Proven ability to build relationships and influence diverse groups in both unionized and non‑unionized environments
Excellent organizational and project management skills with the ability to manage multiple priorities and competing deadlines
Strong leadership, coaching, and team development skills
Advanced proficiency with Microsoft Office Suite and ebase
Valid Ontario Driver's License and access to reliable transportation
Ability and willingness to travel regularly among approximately 78 Board sites
