First Light operates a 10-unit transitional housing program that supports Indigenous people experiencing the intersections of marginalized gender identities, housing instability, and lived experiences of violence. The program centres Indigenous community members who are women, Two-Spirit, Indigiqueer, and gender diverse.
Reporting to the Team Lead of Residential Services, the Inclusion Case Manager works within a collaborative residential team to help resident relatives build safety, wellness, housing stability, and independence. The role provides individualized case management, systems navigation, practical life-skills support, cultural connection, and coordinated referrals using culturally grounded, trauma-informed, harm-reduction, and gender-affirming approaches.
Who You Are & What You Carry
- Knowledge of Indigenous identities, histories, cultures, and contemporary realities in Newfoundland and Labrador
- Understanding of gender diversity and gender-affirming care through a Two-Eyed Seeing approach
- Ability to build trusting relationships while maintaining confidentiality and professional boundaries
- Solid judgment, organization, creative problem-solving, and the ability to work independently and collaboratively
- Knowledge of local housing, health, income, legal, cultural, and community support resources
What You’ll Do
Resident-Centred Case Management
- Develop and regularly review individualized, resident-led support plans that reflect each person’s goals, strengths, choices, culture, and safety needs
- Provide consistent one-to-one support and practical assistance to residents living in First Light’s 10-unit transitional housing program
- Support residents with housing stability, budgeting, food security, appointments, daily living skills, self-advocacy, and preparation for longer-term housing
- Help residents navigate government, health, mental-health, income-support, legal, housing, and community systems
- Coordinate warm referrals and collaborative service planning with internal First Light programs and external partners, with resident consent
- Monitor progress, identify emerging needs or risks, and communicate relevant updates to the Team Lead of Residential Services
Residential Support and Safety
- Contribute to a welcoming, inclusive,
and culturally safe residential environment grounded in dignity, respect, harm reduction, and community care
- Support resident orientation, community agreements, conflict resolution, and healthy shared-living practices
- Respond calmly and appropriately to urgent, complex, or crisis situations in accordance with First Light policies and established safety procedures
- Document incidents, safety concerns, resident contacts, service plans, referrals, and outcomes accurately and within required timelines
- Work with the residential team to maintain appropriate service and caseload coverage during staff absences
Culture Community and Programming
- Connect residents with Elders, Knowledge Keepers, cultural supports, and First Light programming when requested and appropriate
- Support the development and delivery of culturally relevant, gender-affirming, and community-building activities
- Foster opportunities for empowerment, intergenerational relationship building, healing, belonging, and connection
- Advocate respectfully with systems and service providers so residents’ voices, rights, and needs are heard
Team and Organizational Responsibilities
- Participate in supervision, residential team meetings, case reviews, training, reflective practice, and professional development
- Collaborate with the Team Lead of Residential Services and colleagues to support consistent, coordinated service delivery
- Maintain confidentiality, informed consent, accurate records, professional boundaries, and ethical practice
- Follow First Light policies, privacy requirements, health and safety procedures, and program expectations, and perform other related duties within the scope of the position
Skills, Experience & Requirements

Required
- Diploma or degree in Social Work, Indigenous Studies,
Human Services, Community Development, or a related field; an equivalent combination of education, work experience, and lived experience will be considered
- At least two to three years of relevant experience in case management, residential support, housing, outreach, or individualized service provision
- Strong understanding of Indigenous cultures, traditions, and practices and the impacts of colonization and systemic barriers
- Strong understanding of the intersections of Indigeneity, gender diversity, housing instability, trauma, and violence
- Strong communication, relationship-building, documentation, advocacy, and conflict-resolution skills
- Valid driver’s licence, access to a reliable vehicle, and satisfactory driver’s abstract
- Satisfactory Record of Conduct and Vulnerable Sector Check
Assets
- Experience working in transitional, supportive, or congregate housing
- Experience supporting Two-Spirit, Indigiqueer, and gender-diverse community members
- Training in First Aid and CPR, ASIST, Mental Health First Aid, TCI, harm reduction, trauma-informed practice, or related areas
Working Conditions
- Work is completed in a 10-unit transitional residential setting and in community-based locations
- Local travel and some flexibility in working hours may be required based on resident, program, and coverage needs
- The role involves complex and emotionally demanding situations and requires sound judgment, boundaries, and self-awareness
Preference will be given to qualified Indigenous residents of Newfoundland and Labrador.
