On behalf of our public sector client, Affinity is seeking a Senior Project Manager for a BI transformation project The successful candidate will lead and coordinate a major Business Intelligence Transformation initiative, acting as Legal Aid BC's project lead while working closely with a System Integrator responsible for delivering the transformation program. They will help build advanced analytics capabilities, modernize data platforms, and foster a data-driven culture in support of the organization's Digital Transformation Program.

They will work closely with IT, the enterprise PMO, executive stakeholders, vendors, and organizational change management teams to ensure successful delivery of BI transformation outcomes.

Responsibilities

- Data Readiness: Work closely with LABC’s IT and other key resources to begin identifying, sanitizing, and organizing data sources for migration.
- Report Inventory: Gather an inventory of all MicroStrategy reports, dashboards, dossiers, subscriptions, and scheduled distributions – catalogue, analyze and categorize assets into (migrate, redesign, consolidate, retire).
- Current State Inventory – Work closely with the enterprise architect to gather, catalogue and ensure all current state inventory related to current infrastructure is complete. For example: One Lake, Lakehouse, Data Warehouse, Semantic models, Power BI Workspaces.
- Licences – collect inventory of all licenses to determine future license requirements and needs.
- Environment Set Up – source and coordinate the set up of the various environments in anticipation of the migration to Fabric.
- Set up Microsoft Azure DevOps – for documentation and design.
- Project Artifacts: work closely with PMO to establish baseline artifacts before SI is onboarded like:
- Status Reporting Template
- Document Controls (SharePoint)
- Project Charter
- Key Stakeholder Engagement Plan
- Alignment with OCM & Communication
- Baseline Project Schedule
- RAID Log set up
- Budget (Variance – actual, accrual and forecast)




- Establish project governance and accountability matrix across vendor and LABC including meeting cadence, status updates and clear accountability and escalation processes.
- Collaborate with the LABC Organization Change Management lead to develop plans to shift LABC to a data-driven culture.
- Play a key role in maturing LABC’s Information Governance Committee and development of related standards, policies, and practices.
- Lead executive-level stakeholder engagement activities and decision facilitation.
- Resource Management – provide administrative and operational oversight of resources, contracts, invoicing and other activities associated with managing people, contracts and vendors.
- Contract & Vendor Management – lead and ensure vendor (SI) performance, as well as other contracts within PM’s purview.

Qualifications

- 10+ years of direct experience in complex project management, advanced analytics, Microsoft Platform (Fabric, Azure, Power Platform), and Data Migration expertise.
- Azure Fabric Warehouse (ADFW) – experience working with ADFW and Azure DevOps platforms.
- Data Migration – expert level of experience with data migration projects.
- System Decommissioning – developing and executing system decommissioning plans, including data retention and access plans.
- Advanced Analytics – deep experience working BI programs to help develop and establish advance analytics practice across LABC.
- Platform Experience – Microsoft Fabric, Dataverse, Azure DevOps, Power Platform (Power Automate, Process Mining, Power BI, etc.).
- Vendor Management – establish/manage vendors related to SLAs, oversee Change Request process,



establish and lead account management meetings to improve service delivery and remediation.
- Risk & issue management – identifying, escalating, and mitigating risks for BI projects as well as supporting response for identified enterprise data-related risks and issues.
- Governance and executive reporting – presenting clear updates to executive and board audiences.
- People leadership and coaching – mentoring LABC data & analytics staff and building high-performing teams.
- Enterprise architecture alignment – ensuring solutions align with organizational and technical standards.
- Strong communication skills – clear written and verbal communication at all organizational levels.
- Presentation Skills – Big 4 Consultant Level Presentation skills using PowerPoint.
- Facilitation – ability to facilitate working sessions, design sessions, project management and governance sessions.
- Organizational change management – leading change communication and adoption across business units.
- Political Navigation – situational awareness with strong ability to navigate complex environments and diverse stakeholder groups
