Description Summary The primary objective of this engagement is to provide ongoing development of the Ontario Agricultural Soil Information System (OASIS). The OASIS solution comprises the OASIS core web application (built using Azure Cloud Java technology) and OASIS field data application (built using ESRI GIS technology).

The purpose of the Ontario Agricultural Soil Information System (OASIS) project is to design and develop a robust, comprehensive system for the collection, storage and maintenance of OMAFA's legacy and new agricultural soil data in alignment to actions under the Soil Strategy and other emerging OMAFA and government initiatives.

A senior full-stack software developer who will be responsible for ongoing development of the Ontario Agricultural Soil Information System (OASIS). The developer directs, administers, manages, and facilitates solution design, development, testing, deployment, and Agile delivery activities. The developer is the individual ultimately responsible for developing scalable, high-quality software solutions.

The developer's primary responsibility is to drive the entire development effort from start to finish. The developer must ensure that the solution is completed on schedule, within the defined budget and that the final product meets the business, technical, accessibility, security, privacy, and established quality requirements.

The selected contractor must be familiar with full-stack Java development, Azure cloud services, Angular frameworks, RESTful APIs, relational databases, and Accessibility for Ontarians with Disabilities Act (AODA) compliance. The developer will need to rely on their proven experience delivering solutions to a successful implementation, and their judgment, to plan and accomplish goals. Strong interpersonal skills are required when consulting with the program area and various IT teams to define requirements and to analyze and resolve problems, ensuring collaboration and agreement with recommended solutions.

Job Responsibilities Solution Design and Development:

- Demonstrated ability to analyse business and technical requirements, provide sound design recommendations, and develop scalable, high-quality software solutions.
- Experience creating detailed technical specifications, designing application components, and developing maintainable, production-ready code.
- Experience performing application configuration, customization, and implementation activities as required.
- Developing detailed programming specifications and/or code, and performing application configuration as needed.

Testing, Deployment, And Agile Delivery

- Proven experience building and managing release deployments.
