Digital Learning Developer Competition #TEMP2026:17
One full-time, temporary position from November 16, 2026, to November 17, 2028

Applicants external to the BC Public Service - hired under the Election Act - $37.25 per hour (plus bi-weekly compensation allowance for health and welfare)
In office minimum three days per week Victoria, B.C.
About the role Are you passionate about creating engaging digital learning experiences and producing high-quality video content? Elections BC is looking for a Digital Learning Developer to join our Learning and Development Services team as we update existing learning materials for the 2028 Provincial General Election.
In this role, you'll combine your expertise in instructional design, eLearning development, and multimedia production to create innovative employee training solutions. A key focus will be planning, filming, and editing professional training videos that support learning objectives and enhance learner engagement. You will work closely with subject matter experts and fellow developers to design and produce training videos, eLearning courses, and supporting learning materials.
Our ideal applicant is a creative problem solver who enjoys bringing learning to life through video and digital media and turning complex information into engaging learning experiences. Success in this role requires strong technical and creative skills and the ability to work within established processes, templates, and style guides to create products that maintain a consistent look, feel, and learner experience.

Elections BC has a hybrid work model where staff are supported to work 3 days per week in the Victoria office and 2 days from home, when operationally feasible. All staff work in office full time during electoral events. We believe that flexibility in where we work supports our culture of community and work-life balance, while maintaining productivity, engagement and collaboration.

Job Requirements To be considered for this position, you must legally be eligible to work in Canada. Eligibility to work in Canada is granted through citizenship, permanent resident status, or a work permit.
Education and experience:
Secondary school graduation or equivalent.
Experience using computer software programs (such as MS Office) to prepare and distribute training materials and web-based learning.




Experience writing and editing following plain language principles.
Experience and demonstrated proficiency using software to design and build online learning products, including creating interactive instructional exercises, populating content into interactive slides, syncing audio and manipulating photos.
Preference may be given to applicants with:
Experience with video production and/or video editing.
Experience and proficiency designing and building eLearning products using Articulate 360.
Experience working within a team setting, following processes, templates and style guides to create stylistically similar products.
Completion of a post-secondary certificate/diploma or formal training in applied communications, educational technology, desktop publishing and graphic design and/or web design.
Experience with audio recording and editing.
Experience with Microsoft SharePoint.
Experience facilitating online and in-person training.
Experience and proficiency creating accessible documents and learning products.
Experience with the Adobe Creative Cloud suite of products (Photoshop, Illustrator, Audition).
Previous experience working for Elections BC and/or related experience in electoral administration.
Applicants must be willing to:
Fulfil the requirement to act as a non-partisan representative of Elections BC.
Work outside of normal business hours, occasionally, to meet deadlines.
