LAKEHEAD CHRISTIAN SENIOR CITIZENS APARTMENTS INCORPORATED is seeking applicants for the position of Executive Director. This is a Permanent part-time position (.285 full time equivalent). Full Job Description below.

Summary of Duties: The Executive Director, as the senior staff person of the corporation, assists the Board of Directors in the fulfilment of their duties, oversees other staff, and provides property management functions for the facility (Valuable Shepherd Village).

Expectations: The Executive Director shall perform his/her duties with an appreciation for and promulgation of Lakehead Christian Senior Citizens Apartments’ objectives of

1) encouraging a better understanding of housing accommodation for elderly citizens in keeping with Christian values, and

2) to provide and operate non-profit residential accommodation especially for senior citizens of low or modest income.

Qualifications:

Diploma or Degree in Business Administration, Property Management, Gerontology, or a Human Services discipline. Experience with charitable organizations, supporting a non-profit board of directors, social housing and landlord/tenant operations considered an asset. A minimum of three years related experience is preferred. Able to relate in a caring manner towards the elderly. Good interpersonal and organizational skills. Experience with Microsoft 365 software and RentCafe Social Housing database considered an asset. Able to maintain confidentiality and work independently in an efficient manner. Completion of a Police Records Check – Vulnerable Sector required.

Reporting Relationship: Reports to the Board of Directors.

Hours of Work: Average of ten hours per week with flexible scheduling. Some weeks can be less than the average and other weeks can be above average such as during an audit, operational review or the filling of unit vacancies. Some standard office hours are required to perform certain duties such staff supervision and tenant liaison.

Remuneration: Salary (.285 FTE) $20,576 - $24,576 per annum. Annual Health

Spending Allowance of $600.

JOB DESCRIPTION

Title: Executive Director

Position type: Permanent part-time position (.285 full time equivalent)

Summary of Duties: The Executive Director, as the senior staff person of the corporation, assists the Board of Directors in the fulfilment of their duties, oversees other staff, and provides property management functions for the facility (Good Shepherd Village).

Duties:

A. Board of Directors support

1. Attends meetings of the Board of Directors.

2. Assists the Secretary of the Board in maintaining records on the members of the Corporation.

3. Advises the Board regarding the Bylaws of the Corporation.

4. Prepares drafts of policies, at times through a committee of the Board, for consideration by the Board of Directors.

5.



Prepares corporate filings as required with the provincial government.

6. Provides administrative support for the Annual Report, the Annual General Meeting, and the preparation of each Board Meeting package.

7. Advises the Board on the Corporation’s obligations under service agreements with Thunder Bay District Social Services Administration Board and relevant legislation such as, but not limited to, the Residential Tenancies Act, Housing Services Act, and the Not-for-Profit Corporations Act.

8. Provides orientation for new Board members.

9. Supports the Board in strategic planning and fulfilling their governance responsibilities.

B. Tenant Relations

1. Maintains the Market Rent Waiting List by receiving and recording applications, responding to inquiries, updating applicant’s information and closing applications.

2. Access and use the Common Waiting List for rent-geared-to-income (RGI) housing applicants as maintained by the Thunder Bay District Social Services Administration Board.

3. As vacancies occur, contact individuals on the Market Rent Waiting List or the Common Waiting List for RGI, in order of priority, to offer and show units.

4. Prepare leases for new tenants. The Executive Director is authorized to sign lease agreements on behalf of the Corporation.

5. Conduct the initial, annual and special verifications of income, assets and household composition for RGI tenants.

6. Issue Notices of Change in Rent to tenants.

7. Direct tenant concerns about unit or building maintenance to the Building Superintendent.

8. Discuss and caution tenants about violations of the Lease Agreement or its schedules. Issue warning letters. Serve Notices to Tenants as prescribed by the Landlord and Tenant Board. As necessary, represent the corporation at hearings of the Landlord and Tenant Tribunal.

C. Financial

1. Provide the Financial Assistant with information on changes in rent.

2. Provide the Financial Assistant with information on new tenants and the amount of rent to be collected

3. Approve the purchase of regular operating expenditures consistent with the Board-approved Operating Budget.

4. In accordance with provincial rent control guidelines, present changes in Market Rent for the next fiscal year to the Board of Directors for approval.

5. Provide a draft Operating Budget for the next fiscal year to the Board of Directors for approval.

6. Identify capital expenditures to the Board for approval and payment through Capital Reserve Funds.

7.



Act as a liaison with the corporation’s financial institution, mortgage lender, insurance broker and investment firm.

8. Prepare and submit a draft budget to the Thunder Bay District Social Services Administration Board as required by the Housing Service Agreement.

9. Act as a liaison with the Auditor as they conduct the audit and prepare the annual audited financial statements.

10. Review and approve HST returns to Canada Revenue Agency.

11. Review and approve the Charity Return to Canada Revenue Agency.

D. Funder Relations

1. Act as a liaison with funders, primarily the Thunder Bay District Social Services Administration Board (TBDSSAB)

2. Present funder contracts and agreements to the Board that require their approval and signatures.

3. Participate in Operational Reviews as required by the funders.

4. Prepare and submit monthly Vacancy and Targeting Reports to TBDSSAB.

5. Participate in meetings of Social Housing Providers as initiated by the funder.

E. Staff Supervision

1. Hire and supervise the Building Superintendent

2. Hire and supervise the Finance Clerk.

3. Assist the Building Superintendent in the hiring of the Cleaner.

4. Mediate conflicts between staff and tenants.
