The salary range for this position is CAD $60.75 - $87.33 / hour
Detailed Overview
Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families: Aimed at delivering on the vision and goals of Fraser Health, the Director, Strategic Transformation is responsible for strategic leadership and consultation in designing, planning, implementing, integrating and evaluating transformational change initiatives.
Leading a Strategic Transformation team, the Director maintains operational congruence with strategic direction and goals; deploys resources across initiatives; and manages the flow of work between the team and others in the organization. Ensures initiatives and related activities are aligned to Fraser Health strategy and priorities, and are designed, integrated and implemented to achieve and sustain organizational performance objectives.
Responsibilities
- Directs the design and implementation of strategic initiatives through the transformation team within the context of the overall strategic and operational plans of Fraser Health.
- Scopes new requests for service, develops statements of work, deploys resources and facilitates introduction of services to clients; monitors client experiences, changing environments and needs.
- Based on client or program needs as appropriate, leads the selection and development of a diverse team of transformation consultants or staff that:
- Provide day-to-day support to business sponsors and other senior leaders in all aspects of strategic transformation initiatives.
- Provide leadership in choosing a strategic transformation process appropriate for the nature of the project.
- Promote a system-wide approach to planning of initiatives, implementation and measurement.
- Develop detailed plans, risk plans, summary reports and other relevant documentation.
- Assure alignment of corporate resources to achieve milestones.
- Identify and manage strategic transformation initiatives.
- Provide a comprehensive efficient diagnostic, process analysis, modeling and root cause analysis to identify and quantify system, structural and process barriers that impede high quality, patient-centred care.
- Evaluate, design and implement a tool set for measuring and monitoring systems performance and achievement of key strategic transformation initiatives.
- Provides overall leadership, direction and supervision to assigned team members using effective management and leadership techniques including coaching, mentoring, skill and leadership development, performance management and team building. Ensures team members have the knowledge, skills, abilities and tools to support strategic transformation initiatives within /across Fraser Health.
- Establishes and manages contracts with external resources as required.
- Oversees initiatives supported by the team to assure the effectiveness of the approach being used, monitor for roadblocks, and advise or intervene as necessary.
- Develops annual plans for the team including service and human resource development components.
- Guides and provides transformation thought leadership to sponsors, and within the Transformation Team.
- Manages the departments operations budget, reviews variances, projects future variances, develops and implements plans for course correction.
- Assesses and reports on the status of initiatives to senior management; advises on status and the impact of the initiatives across Fraser Health from a system perspective.
Qualifications
Education and Experience Master's degree in Health, Business Administration or related discipline supplemented by PMP, PROSCI and/or CHE certification/designation, plus ten (10) years' recent strategic transformation experience which includes progressive responsibility in consulting, change, program, or project management in a complex health care setting including supervision of others and leadership of large, complex, multidisciplinary initiatives; or an equivalent combination of education, training and experience.
Valid BC driver's license and access to a personal vehicle for business-related purposes.

Skilled/Technical Capabilities:
- Expert knowledge of strategic planning, change and project management principles coupled with an in depth understanding of the healthcare system at both the strategic and operational levels.
- Knowledge of other health care disciplines and their role in health care.
- Ability to operate a PC and effectively utilize a variety of software applications to support the initiative management activities
