Detailed Overview
Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families: The Lead, Performance Evaluation and Reporting leads all activities pertaining to the analysis, evaluation and reporting of clinical and business operations data for Regional Home & Community Care (HCC) services. Working with cross-functional teams internal and external to Fraser Health, the Lead is responsible for identifying key performance indicators for Regional HCC services and developing a reporting framework. Monitors key indicators, develops quality assurance guidelines for all outputs, and recommends and implements appropriate actions in collaboration with clinical and operational leaders.
This role leads identified projects, liaises with a variety of internal and external stakeholders and clinical leaders, and leads the data quality program for Regional HCC services.
Responsibilities
- Leads activities pertaining to performance evaluation and reporting of Regional Home & Community Care (HCC) services.
- Collaborates with clinical and operational leaders to identify relevant indicators and develop a reporting framework for the reporting, evaluation and presentation of these measures.
- Monitors and analyzes quality and key performance indicators ensuring quality and service standards are met.
- Presents data to relevant internal and external stakeholders, including operators, various committees, and the HCC network.
- Develops, implements and evaluates a data quality program for the identified metrics and implements activities to enhance the quality of data in the various systems.
- Provides recommendations for the Director and, in collaboration with clinical and operational leaders,
initiates appropriate action when performance deviates from expectations; recommends a variety of actions including contract changes as necessary, in areas relat4ed to administration, contract implementation, or Human Resource Management capacity.
- Ensures effective policies, procedures, use of applications, tools to improve data quality/data management, report design and standardization. Evaluates, identifies areas for improvement and provides recommendations. Develops plans and implements changes accordingly.
- Collaborates with and responds to internal and external stakeholders, including service providers, staff, decision support services, in order to resolve issues and facilitate consensus. Provides consultation regarding performance evaluation, metrics and/or reports.
- Leads and/or participates in the execution of identified proje4cts; assists with stakeholder engagement, communications and quality improvement activities as necessary.
- Provides leadership to Regional HCC Business Analyst.
- Participates in assigned internal and external committees.
Qualifications
QUALIFICATIONSBachelor’s degree in Health Information Management, Commerce, Business Administration or a health related discipline plus five (5) to seven (7) years recent, related experience in, but not limited to, decision support, health information management, information analysis or quality, or an equivalent combination of education, training and experience.COMPETENCIES:Demonstrates the leadership practices of the Fraser Health Leadership Framework of Explicit, Caring and Courageous and creates the conditions for people to succeed.
Professional/Technical Capabilities
- Knowledge of performance evaluation and reporting tools and techniques.
- Ability to retrieve, analyze and evaluate clinical, administrative and financial data.
- Excellent report writing skills and presentation skills.
- Understanding of the health care system.
- Ability to identify, evaluate and implement process improvements.
- Project management skills.
- Knowledge of applicable software applications including database, spreadsheet and data analysis software, including SQL.
