General Information

Located on Vancouver Island just 50 km north of Victoria and 30 km south of Nanaimo, the Cowichan Valley Regional District (CVRD) is in the ancestral and unceded territories of First Nations including the Quw'utsun, Malahat, Ts'uubaa-asatx, Halalt, Penelakut, Stz'uminus, Lyackson, Pauquachin, Ditidaht, and Pacheedaht Nations. Local First Nations Peoples have stewarded the lands, waters, plants, and animals of this region since beyond time immemorial. The CVRD provides a wide range of local government services to a population of 95,000. The picturesque Cowichan Valley offers a warm climate and numerous parks, recreational, cultural, and social opportunities such as majestic mountains, the rugged West Coast Trail, serene lakes, and one of the world’s tallest free-standing timber rail trestles.

The Opportunity:

Do you have a passion for parks, people, and public service? Lead the delivery of exceptional parks operations and help shape the outdoor spaces that make the Cowichan Valley a great place to live, work, and play. Reporting to the Senior Manager, Parks & Trails Division, the Manager – Parks Operations is responsible for managing the park operations and maintenance management programs including the Parks Capital Project Program; Parks Compliance & Enforcement Program, and the Risk Management Program; for both the Regional District’s community and regional parks services.

The position develops and administers both short and long-range plans and schedules for parks operation and maintenance programs, coordinates and supervises contractors and parks employees, liaises with stakeholders and the public, prepares park operations, maintenance and capital development budgets, reviews cost estimates for parks projects, and programs, and develops park-related policies.



The position represents management interests in dealings with unionized staff and is excluded from collective bargaining.

Qualifications

- Bachelor’s degree in a related field from an accredited university (i.e. Landscape Horticulture, Parks Operations/Administration, Natural Resource Management and Conservation, Environmental Studies)
- Six (6) years of related progressive experience in parks operations, maintenance and project management including three (3) years experience in supervision, preferably in a local government setting
- A valid Class 5 BC Drivers License
- First Aid Level 1 with CPR

Hours of Work

- Guaranteed 35 hours of work per week, Monday to Friday, 8:30 a.m. to 4:30 p.m. This position will be required to attend some evening and weekend callouts and meetings.
- This position works from two CVRD locations - Head Office in downtown Duncan and a satellite office located at 3900 Drinkwater Road, also in Duncan.
- The position is eligible to participate in the CVRD’s Flex Time Program.

Salary

Salary range of $116,164.93 to $135,807.016 per year (2026 salary range), commensurate with education, training and experience. Also included is a comprehensive benefits package including extended health, dental, and insurance advantages, pension, and paid vacation.
