Current Westminster Schools Career Opportunity MANAGER, STRATEGIC ENROLLMENT & SIS
Reporting to the Associate Superintendent and Secretary-Treasurer, the Manager, Strategic Enrollment and Student Information Services (Manager SESIS)provides district-wide strategic leadership for student enrollment, student information management, class size and composition, and enrollment planning. The position serves as the District's subject matter expert in student information systems, enrollment policy, Ministry reporting, and student data governance, providing strategic advice and recommendations to the Senior Management and District Leadership teams.
The Manager SESIS is responsible for the development, implementation, and continuous improvement of district-wide systems, policies, and procedures governing student registration, admissions, enrollment forecasting, class size and composition, student placement, and student information management. The position leads enterprise-wide initiatives that support strategic planning, operational effectiveness, Ministry compliance, and evidence-informed decision making.
AREAS OF RESPONSIBILITY Strategic Leadership
- Provides strategic advice to the senior leadership team regarding enrollment management, student information governance, school organizational planning.
- Provides strategic advice on district-wide short-term enrolment strategies and informs long-term enrollment sustainability efforts.
- Identifies emerging trends, operational risks, and opportunities for continuous improvement.
Class Size & Composition Leadership
- District authority responsible for oversight of all class size and composition planning and compliance.
- Leads district decision making regarding class organization and staffing implications.
- Interprets collective agreement provisions relating to class size and composition.
- Collaborates with Finance, Human Resources, Learning Services, and school administrators to optimize staffing while maintaining compliance.
- Executes and maintains district procedures to mitigate legal, financial, and operational risk associated with class size and composition.
Student Information Systems
- Provides enterprise leadership for MyEducationBC and other district student information applications.
- Leads implementation of new technologies supporting student information management.
- Oversees school business process redesign relating to student info system implementation.
- Establishes district standards for data quality and information governance.
Ministry Liaison
- Primary liaison between the District and the Ministry of Education and Child Care regarding student information systems, provincial reporting, data collections, funding submissions, and compliance.
- Represents the District on provincial advisory committees and working groups.
- Supports the District in Ministry-led audits and reporting requirements.
Enrollment Planning
- Supports district enrollment forecasting.
- Advises senior leadership regarding school capacity.
- Leads annual district-wide enrollment planning processes including for programs of choice.
- Provides strategic oversight of district student placement decisions.
- Exercises delegated authority regarding cross-boundary requests, out-of-district admissions, programs of choice, and exceptional placement decisions.
- Balances educational, operational, financial, and facility considerations.
Data Analytics
- Leads district student data governance.
- Develops executive dashboards.
- Provides support and recommendations surrounding support staff allocations and budgeting.
- Oversees data quality standards.
Enterprise Project Leadership
- Leads district-wide projects related to student information systems.
- Develops business cases.
- Leads change management.
- Coordinates cross-functional implementation teams.
Leadership Provides supervision, leadership, coaching, mentorship, and performance management to the Clerical & Registration Manager, and unionized support staff supporting enrollment, student information, and registration services while fostering continuous improvement and exceptional customer service.
Qualifications Education
- Bachelor's degree in Business Administration, Public Administration, Educational Leadership, Information Systems, Data Analytics, or related field.
- Master's degree considered an asset.
- Project Management Professional (PMP), Prosci Change Management, or similar certification considered an asset.
Experience
- Seven to ten years of progressively responsible leadership experience in K–12 education, public administration, or a comparable complex organization.
- Demonstrated experience leading enterprise software implementations.
- Experience in strategic planning and organizational change.
- Experience advising senior leaders.
- Extensive experience interpreting legislation, collective agreements, and Ministry policy.
- Experience leading cross-functional teams and enterprise-wide initiatives.
