Senior Program Manager – Enterprise Technology Transformation

Position Overview

We are seeking an accomplished Senior Program Manager to lead a large-scale enterprise technology transformation program based in North York, Ontario.

This is a senior, highly visible program leadership role responsible for coordinating multiple projects, workstreams, vendors, and business and technology stakeholders under a single integrated program. The successful candidate will own program governance, integrated planning, financial oversight, RAID management, vendor performance, executive reporting, and overall delivery from initiation through implementation, cutover, and stabilization.

The ideal candidate brings significant experience leading complex enterprise technology programs, with particular value placed on experience involving mainframe modernization, application transformation, legacy platform modernization, enterprise applications, integrations, or similarly complex technology environments.

Location & Work Model

Location: North York, Ontario

Work Model: Hybrid

Resource Requirement: Canada-based / Onshore

Travel: As required, including potential travel within Canada and to the United States

Reporting To: TIS Project Delivery Leadership

Key Responsibilities

- Own the end-to-end integrated program roadmap and delivery plan across multiple projects, workstreams, vendors, and business teams.
- Lead delivery from program initiation through implementation, cutover, stabilization, and transition.
- Establish and manage comprehensive program governance, including decision forums, status reporting, scope management, change control, financial oversight, quality management, stage-gate readiness, and escalation processes.
- Proactively manage program-level risks, assumptions, issues, and dependencies (RAID), ensuring potential delivery impacts are identified and escalated early.
- Present leadership with clear impact assessments, options, recommendations, and required decisions.
- Develop and maintain program-level financial plans, forecasts, resource plans, and vendor commitments.
- Monitor program performance against approved scope, schedule, budget, quality, and business objectives and implement corrective actions when necessary.
- Coordinate multiple Project Managers and workstream leads, ensuring responsibilities, sequencing, dependencies, milestones, and deliverables are clearly defined.
- Ensure individual project and workstream schedules roll into a credible and actionable integrated program schedule.
- Drive alignment across business, technology, operations, architecture, cybersecurity, infrastructure, data, integration, and other enterprise teams.
- Prepare concise, decision-oriented executive reporting covering program health, milestones, financials, risks, dependencies, issues, and required decisions.




- Manage vendor performance against statements of work, contractual milestones, deliverables, dependencies, and commitments.
- Lead vendor escalations and facilitate resolution of delivery issues.
- Ensure program activities comply with applicable PMO/EPMO standards and organizational governance requirements.
- Apply fit-for-purpose Waterfall, Agile, or hybrid delivery methodologies based on program and workstream requirements.
- Anticipate delivery constraints, resolve competing priorities, and provide clear direction within a complex matrix organization.

Required Qualifications

- 10+ years of progressive program and/or project management experience, including significant responsibility for complex enterprise technology initiatives.
- Demonstrated experience operating at a Senior Program Manager level, overseeing multiple concurrent and interdependent projects or workstreams.
- Proven success leading large-scale enterprise technology transformation programs.
- Strong experience with:

- Demonstrated ability to coordinate multiple Project Managers, delivery teams, stakeholders, and vendors within a matrix environment.
- Strong experience communicating with executive sponsors and senior business and technology leadership.
- Ability to translate ambiguity and complex program challenges into clear plans, recommendations, decisions, and accountability.
- Excellent written and verbal communication, facilitation, negotiation, and influencing skills.
- Bachelor’s degree or diploma in Business, Computer Science, Technology, or a related discipline, or an equivalent combination of education and relevant experience.

- Procurement and vendor lifecycle experience involving:
- Statements of Work (SOWs)
- RFPs/RFIs/RFQs
- Commercial commitments
- Vendor performance management

- Experience supporting organizational change, business readiness, cutover, implementation, and post-go-live stabilization

Leadership Impact: Executives receive clear information and recommendations, stakeholders remain aligned around business outcomes, and delivery teams understand their responsibilities, priorities, and next steps.

Working Conditions

- Hybrid office environment based in North York, Ontario
- Travel within Canada and to the United States may be required depending on program needs
- Fast-paced enterprise environment involving multiple priorities, dependencies, deadlines, and senior-level stakeholder visibility
- Occasional off-hours availability may be required for critical program milestones, cutovers, escalations, or coordination across distributed teams

Ideal Candidate Profile

This is not simply a senior Project Manager position. We are looking for someone who has demonstrated ownership of an entire enterprise program consisting of multiple interconnected projects and workstreams.

The strongest candidates will be able to demonstrate how they have personally led program governance, integrated planning, financials, RAID, vendors, executive stakeholder engagement, and multiple Project Managers/workstream leads while maintaining accountability for overall program outcomes.

Experience leading a mainframe modernization, legacy technology transformation, or similarly complex enterprise technology program will be particularly valuable.
