Key Accountabilities: Direct support to Projects, or Programs. May function as direct team leader of a broader project controls area, or provide indirect leadership as subject matter expert. Leads the cost estimate review, recommends and sign-off on all projects' estimates. Review design and scope criteria, estimate quantification methodologies, and review material take offs for completeness and accuracy. Facilitates the connection to project benchmarking. Works on projects that are high in risk and complexity. Liaise with the Project Management Office on development of new estimating tools and standards. Coordinates with consulting firms and contractors preparing estimates parameters, factors, indices, productivity and craft mix based on analysis of other Suncor projects and industry experience. Analyzes the unit rates, historical data for estimating calculation and compilation. Lead discipline input (process) to update estimate model. Reviews consultant estimating tools and processes for conformance with Suncor Standards and Procedures. Support continuous improvement by leading estimating process change initiatives. Maintain estimating processes, templates, and other documentation in support. Facilitates the establishment, maintenance, and reporting of project planning and scheduling services including the Schedule Gate Review.

Interactive planning process. Facilitates quantitative schedule risk analysis. Communicate results of quantitative risk analysis to project leadership team.
Agree to and monitor Contractors systems for cost, schedule, progress, measurement, change control, and reporting in accordance with the requirements of PC Standards and Procedures. Enforce the Project Controls aspects of the contracts. Ensures project setup is in a proper format to support project closeout and benchmarking. Ensures effective uses of Project Cost Management Systems. Develops and maintains project control plans, schedules and processes across projects/programs with a goal of continuous improvement. Leads all aspects of project setup to ensure for a concise closeout report. Prepares and/or coordinates risk analysis for projects and perform contingency analysis and contingency draw down plans associated with the estimate. Develop a basis for the development of an escalation budget and associated draw down plan. Ensures all members of the Project Controls team have an intimate knowledge of contract management applicable to their work scope. Provides direct input of incurred costs, scope changes, trends, forecasts, ultimately monthly reporting variances. Participate in ADEM (Asset Development and Execution Model) Gate Review. Participates in the development of business cases and provide economic analysis. Initiate and lead Operational Excellence initiatives within Cost Control. Ensures project setup is in a proper format to support project closeout and benchmarking.
Ensure a formal self-assessment process is established to test compliance and effectiveness of the Project Controls Execution Plan. Assist in audits of engineering and construction progress. Participates in key project execution decision making process. Provides overall snap shot of Project Status and input to any Opportunities or threats to Scope, Schedule and Cost due to any design or scope changes or Contractor performance. Develop and apply advanced normalization techniques to project data. Perform advanced very complex in-depth Benchmarking Analytics and make recommendations to the project team utilizing internal data, external database, external studies and publications, external database and external published reports. Accountable to guide project decision making. Reviews, evaluates, and makes key decisions, based on recommendations proposed by others. Exercises independent judgment consistent with corporate and business unit goals. Actions and decisions can have a significant influence on project outcomes. Make decisions on team selection and performance management.
Minimum Requirements: Undergraduate degree with 20+ years of related industry experience. 10+ years of progressive, specialized Project Controls experience. Decisions at this level are subject to review for major expenditures or in meeting long range objectives. Has advanced specialization in one or more areas; applies expertise cross-functionality. Provides technical advice and guidance. Leads processes and projects with other stakeholders, including external vendor relationships. Strong coaching and influencing skills.Think we are a fit?
