Job Purpose
Reporting to the Director, Retail Sales, the Business Planning and Store Development Consultant is responsible for leading the research and development of business initiatives and related business cases for the Liquor and Cannabis Operations division, including all liquor retail channels, and assessing the performance of initiatives while maintaining alignment with the overall vision and strategic plan of Manitoba Liquor & Lotteries (MBLL). This position develops, monitors, and analyzes the Retail Sales area operating capital, revenue, sales budgets, and Key Performance Indicators (KPI’s). The incumbent provides on-going performance monitoring of current business initiatives on a monthly and quarterly basis and makes recommendations on performance opportunities.
Job Responsibilities
- Manage the overall Liquor Operations area’s performance measurement system, coordinate a series of performance measurement tools for the system, and undertake quarterly/annual performance measure reporting.
- Develop and communicate action plans to address performance deficiencies, operations, analyze improvements and/or deficiencies, and recommend strategies to address deficiencies.
- Prepare reports and analysis on performance results of initiatives, events, promotions, etc., for department and senior management.
- Develop, monitor, and report on KPI’s based on approved corporate performance goals and business initiatives.
- Develop all of the individual KPI’s and goals for each store necessary to achieve the annual sales and expense targets.
- Prepare daily, weekly, monthly, quarterly, and annual sales and KPI reports for Head Office Retail Sales, Liquor Marts, Licensees, and Liquor Vendors.
- Benchmark initiatives to determine successes, short falls, and areas of improvement.
- Analyze corporate sales on a monthly basis and report the causes of significant variances from budget to the Director, Retail Stores.
- Develop and recommend courses of action to correct large financial variances from budget.
- Develop budgets for capital and minor purchases for all store projects, renovations, and improvements. The capital budget includes leasehold, equipment, and furnishing costs.
- Research Liquor Mart store development details, lease expiry dates, plans, etc. for planning purposes.
- Utilize and update store development five-year capital plans, with input from the Director, Retail Stores.
- Work with the Director, Retail Stores, Managers, District Sales, and internal stakeholders to assess suitability of Liquor Mart locations at lease expiry, with regards to actual location, size, renovation requirements, etc.
- Prepare/compile all documentation required for store development reviews and assessments.
- Prepare and champion all store development business cases.
- Prepare annual Retail business plans and proposals, in cooperation with department management, and oversee submission to senior management. Liaise with Finance to ensure business plans (including operating & capital budgets) are completed in a timely and accurate manner.
- Maintain the long-term Retail division capital plan and follow up on missed initiatives based on life span of existing equipment.
- Research and analyze viability and impact of initiatives being proposed.
- Manage the submission of Retail initiatives for the business planning process.
- Work collaboratively with the appropriate departments in the implementation of initiatives that require support through purchases,
construction, relocation, or any physical change.
- Work with Division Managers to coordinate implementation of approved initiatives.
- Develop budgets for annual leases, rents for stores including common area, taxes, and improvements.
- Develop the Retail Sales division operating budget for stores and Head Office Retail Sales; prepare forecast for Retail channels revenues, operating, and capital expenditures.
- Develop the account and sub-account expense budgets loaded into JDE/Lawson, which are reported in the monthly corporate financial statements.
- Determine the reasons for Retail Sales variances from budget, report to the Director, and recommend necessary action.
- Develop the monthly Retail Sales division sales budget by liquor type by month for each of the stores.
- Prepare all sales forecast/budget supporting documentation including schedules, texts, and graphs for presentation to MBLL Executive and/or the Board/Minister.
- Establish and maintain positive working relationships with all internal stakeholders.
- Prepare and present Retail business plan to executive management.
- Prepare and provide timely reports, ad hoc reports, and information for the EVP of Liquor and Cannabis Operations.
- Provide consultation and expertise on business planning matters to Retail management.
- Represent Retail/senior management at meetings regarding the business planning process.
- Provide variance to budget or planned initiatives to division management for action.
- Other related duties as assigned.
Primary Qualifications
- A degree in business administration or professional finance/accounting or an equivalent combination of education and experience.
- Completion of a professional accounting designation (CPA).
- A minimum of three years’ experience conducting business analytics and/or financial management, with an emphasis on analysis and accounting ideally gained in the liquor or related industry.
- Experience in tactical business planning, budgeting, implementation of business initiatives, and analysis of performance and project management in support of corporate and divisional goals.
- Excellent communication and interpersonal skills, and political acumen.
- Solid presentation skills and the ability to develop compelling Microsoft Power Point presentations.
- Ability to facilitate discussions/meetings with expertise and influence, to garner alignment across departments.
- Demonstrated leadership experience with the ability to analyze and solve problems independently using good judgment, strong leadership and organizational skills, adoption of best practices, strong initiative, and ability as a self-starter.
- Experience and proficiency in Microsoft 365 (Word, Excel, and Outlook). Strong working knowledge of Teams and OneDrive. The ability to use and maintain applications.

Secondary Qualifications
- A solid understanding of internal business processes and policies & procedures.
- Continuous on-the-job learning is required to stay current with changes in the industry.
- Have and maintain a valid Manitoba Class 5 Drivers license is an asset.
- Bilingual (French/English) language skills.
