Mandatory Criteria

· MT.2.1 - Must have a minimum of eight (8) years of experience conducting business analysis in support of sustainment planning or BCA-related projects.

· MT.2.2 - Must have managed stakeholder engagement activities in at least two (2) sustainment planning or BCA-related projects.

Objective

Tasks The Contractor’s resources shall perform only those tasks authorized under an approved Task Authorization. Not all tasks listed below are required for every Task Authorization. Tasks support the delivery of SBCA phases and deliverables described in the Deliverables section, while deliverables are produced by the Contractor team collectively.

· Business Analyst, Level 3 tasks may include, but are not limited to the following:

Advising Senior

Management on a range of issues affecting the organization's ability to achieve the project's business objectives b. Making recommendations and providing advice for improvements and assisting in developing solutions, scenarios and implementing recommendations c. Preparing and presenting findings, status and other relevant matters d. Collecting and analyzing information and presenting findings on complex issues, carrying out or coordinating research as required and preparing reports e. Analyzing and documenting the business requirements and delivering work products through the life cycle f. Consulting stakeholders (individually or by means of facilitating group sessions) to identify comprehensive business requirements

Deliverables

1. Phase 1 – SBCA Planning and Governance Deliverables

a. SBCA Work Plan identifying scope,



assumptions, analytical approach, schedule, governance touchpoints, decision-points, risks, and stakeholder engagement activities; b. Project-specific SBCA Plan(s), as applicable, aligned to the approved Work Plan and Task Authorization(s).

c. Stakeholder and engagement planning artifacts d. Schedule, risk, and dependency identification e. Governance and decision point identification

1. Phase 2 – Baseline Definition and Data Collection

a. Current State / Baseline Sustainment Description documenting existing or planned sustainment arrangements, constraints, assumptions, and key drivers; b. Data summaries and analytical inputs supporting SBCA development, cost analysis, and risk assessment.
1. Phase 3 – Options Development and Analysis

a. Sustainment Options Analysis b. Documentation of make/buy and sustainment concept considerations c. Trade‑off assessments aligned to sustainment principles
1. Phase 4 – Costing, Affordability, and Risk Analysis

a. Life-Cycle Cost and Affordability Analysis b. Cost models, assumptions, and sensitivity analysis c. Risk and uncertainty identification and mitigation considerations
1. Phase 5 – SBCA Reporting and Recommendations

a. Draft SBCA Report(s) b. Final SBCA Report(s)

1. Statement of Authority

a. The Contractor’s deliverables provide analysis, evidence, and recommendations in support of Canada’s sustainment decision‑making. All approvals, endorsements, and decisions related to sustainment strategies, procurement approaches, and implementation remain the sole responsibility of Canada. Hours of Operation The Contractor’s resources should be available on-site five (5) days per week during core hours of operation, unless otherwise authorized by the Technical Authority. Core hours of operation are defined as 7:00 am to 5:00 pm, Monday to Friday.

Although the Contractor’s resource may work outside of these core hours, a significant volume of work occurs principally during core business hours. Furthermore, access to DND facilities is controlled and monitored, so access to DND resources may be limited otherwise. Work that requires access to classified information above Protected B must take place at a DND facility to be identified by the TA.

Location for Provision of Required Services

All services must be provided in office at one (1) of the following DND Facilities in the National Capital Region. These locations may include, but are not limited to:
